This is for planning purposes only and is not a solicitation. Responses are due by April 20, 2026, at 08:00 AM MST.

Purpose & Requirement

WBAMC requires two Intra-Aortic Balloon Pumps (IABP) to manage life-threatening cardiac failures. These temporary mechanical counterpulsation devices decrease left ventricular afterload and increase coronary/cerebral blood flow. The government will use responses to formulate its acquisition strategy, and a sole-source contract may be issued if insufficient competition is identified.

Key Salient Characteristics

Based on the 'Salient Characteristics REV 2.pdf' document, the required units must:

  • Be FDA-approved with no unresolved recalls.
  • Be portable, stand-alone devices for adult use, featuring automatic and manual modes.
  • Include a high-resolution color touch screen (up to 14") displaying ECG, arterial pressure, balloon pressure, trigger mode, operational mode, and assisted/unassisted pressure values.
  • Allow balloon volume adjustment in 0.5cc increments and timing adjustment in 1-second increments.
  • Provide signal outputs for ECG, arterial pressure, fluid-filled transducer, and fiberoptic sensor.
  • Feature auto condensation removal without interruption.
  • Include comprehensive alarm notifications (e.g., trigger loss, balloon disconnect/leak, power loss, low battery).
  • Come with multiple disposable and refillable helium cylinders and backup batteries.
  • Have a history log for 50-100 alarms and a maximum pump rate of 200 beats per minute.
  • Include two copies of operator/user manuals and an OEM-standard warranty.
  • Require initial Test, Measurement, and Diagnostic Equipment (TMDE) for servicing.

Training, Installation & Delivery

  • Training: Onsite clinical staff training (IABP placement, monitoring, troubleshooting, patient care) and training for two clinical engineers. Offsite training is tuition only.
  • Installation: To be arranged by the seller with WBAMC's Healthcare Technology Management section within five business days of contract award. The installer must be an authorized OEM.
  • Delivery: No later than 45 calendar days from contract award, during business hours (08:00-15:00 MST, M-F, excluding Federal Holidays). Seller is responsible for offloading and inside delivery.
