Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for intraoperative neuromonitoring (IOM) services to be provided to the Naval Medical Center San Diego (NMCSD). The goal is to supplement healthcare capacity by providing specialized monitoring during surgical procedures.

• Services: Provide live intraoperative neurophysiologic monitoring, including auditory brainstem response, visual evoked response (VER), somatosensory evoked potential (SEP/SSEP), electroencephalography (EEG), electromyography (EMG), and nerve conduction studies.

• Application: Services are required for various surgical cases, including but not limited to hearing loss, general and vascular surgery, and spinal surgery.

• Personnel: Contractor personnel must possess specific degrees (Master's in Audiology, Au.D., M.D., D.O.), board certifications (ASHA, American Board of Audiology, AAA), state licenses (California M.D./D.O. or Audiology), and current Certification in Neurophysiologic Intraoperative Monitoring (CNIM).

• Equipment & Supplies: The Contractor must furnish, set up, operate, troubleshoot, and maintain all necessary intraoperative neurophysiologic monitoring systems and supplies. The Government will not provide storage space.

• Reporting: Provide a post-surgical outcome report to the Contracting Officer's Representative (COR) within 48 hours of procedure completion via mail.

• Timeliness: Respond to service requests via a toll-free number with a live person and confirmation number.

• Availability: Provide service for scheduled procedures Monday-Friday, 0700-1700, and for emergency procedures at any time.

• Capacity: Be prepared to monitor up to three (3) cases simultaneously.

• Quality: Ensure error-free set-up and operation, accurate detection of nerves, and clear communication with the surgeon. Performance will be monitored via customer complaints, direct observation, and review of records.

• Location: Main Operating Room (MOR) in Building 1, Level 4 at Naval Medical Center San Diego, CA.

• Hours: Scheduled procedures during normal operating hours (0700-1700, Monday-Friday), excluding Federal holidays. Emergency procedures require 24/7 availability.

• Credentialing: Contractor personnel must undergo a credentialing process, with initial submissions required at least 30 days prior to service commencement.

• Health Requirements: Personnel must meet specific health and immunization requirements, including BLS certification.

• Background Checks: Personnel require background investigations and fingerprint results prior to Common Access Card (CAC) issuance.

• Insurance: Contractor must maintain automobile liability, workers' compensation, and employer's liability insurance.

• Confidentiality: All data is considered confidential and shall not be used for purposes other than contract performance.
