This solicitation is a request for a firm, fixed-price quote for alarm monitoring services at various Western Pennsylvania Parks (WEPA). The National Park Service (NPS) requires monitoring and maintenance of intrusion and fire alarm systems.

• Contractor must own and maintain a UL-approved monitoring station with certified service technicians.

• Contractor must be an authorized dealer of Ademco, Honeywell, and Radionics/Bosch systems and have "Incipient" fire alarm protection system repair experience.

• Monitoring station must have capabilities to arm, disarm, bypass, change codes, and reprogram control panels remotely.

• Provide 24-hour monitoring and immediate notice of alarms.

• Provide opening and closing reports, including monthly status reports, electronically by the 15th of each month.

• Conduct annual inspections (testing and cleaning) of fire and intrusion equipment by June each year at no additional cost.

• Initial programming, inspection, and monitoring connections must be compatible with existing systems.

• System programming must allow for unique PIN numbers for each user with changes available at no additional charge.

• Contractor must have at least three years of experience monitoring and servicing Ademco/Honeywell and Radionics/Bosch systems.

• Provide a list of three references for similar monitoring and maintenance services.

• The contract period of performance is from the date of award through April 30, 2031, including a base period and four option periods.

• This acquisition utilizes FAR 13 Simplified Acquisition procedures.

• Final Quote/Offer Submission due: Monday, April 27, 2026, by 12:00 PM Eastern Time.

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA).

• Technical Capability and Past Performance are non-price factors.

• Price Proposal must be fixed price.

• This acquisition is set aside for Small Business.

• Contractor must have an active SAM.gov registration at the time of award.

• The contract will be awarded to the responsible offeror whose quote is technically acceptable and offers the "best value" to the Government.
