Sources Sought Notice / Request for Information (RFI)

This notice is a Request for Information (RFI) to conduct Market Research for the "Installment of Intrusion Detection System (IDS) and Monitoring Services" for the VA Pacific Islands Healthcare System (VAPIHCS). The government is seeking to determine the availability of qualified vendors capable of providing these services.

• Procurement, design, and implementation of an IDS solution.

• Configuration of IDS to meet security policies and compliance requirements.

• 24/7 monitoring and real-time alerting services.

• Training for client personnel on system use and incident response.

• Provision of a bill of materials for required IDS hardware and software.

• Support procurement or supply of components (sensors, keypads, sirens, etc.).

• Installation of IDS devices at designated locations.

• Configuration and testing of IDS, including customizing rules and verifying alerting mechanisms.

• Deliverables include a deployed and configured IDS system, active monitoring service, detailed identification of sensors and locations, training materials, and a final installation and service report.

• Installation: Seven (7) sites, including Tripler Army Medical Center and various VA facilities in Honolulu and other Hawaiian islands.

• Monitoring: Eight (8) sites, including similar locations as installation sites.

• This is NOT an official request for quotes. Information gathered will aid in strategy determination.

• Interested vendors should review the sample Statement of Work (SOW) and provide feedback, questions, or clarifications.

• Vendors must provide the following in their response:

  1. Company Name, Point of Contact, Email address
  2. An Informal Quote
  3. Capabilities Statement
  4. Business Size
  5. UEI Number
  6. Any existing IDIQ contracts.

• Responses are due by 6/17/2026, 3:00 PM HST and must be submitted to Keturah.busey@va.gov.

• Vendors not providing information 1-7 will be considered non-responsive.

• All monitoring/detection/siren devices and keypads must utilize hard-wired connections.
• The IDS will not interact with VA network connections or require security clearance.

Statement of Work (SOW) / Performance Work Statement (PWS)

To install and configure an Intrusion Detection System (IDS) and provide continuous 24/7 monitoring services for the Veterans Affairs Pacific Islands Health Care System (VAPIHCS) to enhance security by detecting unauthorized access attempts and providing real-time alerts.

• Procurement of Digital Monitoring Products (DMP) intrusion system.

• Design and implementation of an IDS solution.

• Configuration of the IDS to meet security policies and compliance requirements.

• Provision of 24/7 local monitoring and real-time alerting services.

• Training for client personnel on system use and incident response.

• Procurement support or direct supply of required IDS hardware and software components.

• Installation of IDS devices, including removal of outdated systems and integration of modern technology.

• Configuration and testing of the IDS, including customizing rules, functional testing, and verifying alerting mechanisms.

• Training sessions for responsible personnel, including user guides and quick-reference materials.

• Installation: Within 6 months from the date of award.

• Work Hours: Monday through Friday, 8:00 a.m. to 4:30 p.m. (excluding federal holidays).

• Installation Sites (7): E-Wing (TAMC), ACC Spark M. Matsunaga building (Pharmacy Dispensing, Agent Cashier), AIPA Warehouse (Suites D155, D182, D185), Hilo CBOC, Kauai CBOC.

• Monitoring Sites (8): Includes the installation sites plus E-Wing Arms Room.

• All monitoring/detection/siren devices and keypads must utilize hard-wired connections.

• The contractor will not interact with VA network connections or data ports and does not require security clearance.

• Contractor must adhere to VA policies and security protocols, protect VA data, maintain a safe work environment, and provide warranty in accordance with manufacturer warranties.

• Acceptance based on successful completion of all SOW tasks, including installation, configuration, testing, deficiency resolution, and documentation submission.
