Statement of Work (SOW) / Performance Work Statement (PWS)

To upgrade the Intrusion Detection System (IDS) in Building 2721, Bay D, to meet Classified Processing Area (CPA) standards, ensuring it is monitored by base security forces.

• Removal of existing IDS hardware.

• Purchase and installation of new IDS hardware, including:

  • 1x Honeywell V5 Vindicator IDS
  • 28x Optex Ceiling Mounted Motion Sensors
  • 8x Magnasphere BMS Sensors

• All hardware must be listed on the Configuration Management Database (CMD) Equipment Approval List and be brand new.

• Design drawings for the IDS systems must be provided to the Government Point of Contact (GPOC) within 14 calendar days of contract award.

• Hardware must be delivered at least three days prior to installation.

• Installation includes connecting IDS components and cabling to door hardware, and modifying/changing door hardware as needed.

• Disposal of current IDS equipment and associated sensors.

• Hardware must meet or exceed Original Equipment Manufacturer (OEM) specifications.

• System must be fully operational and pass internal acceptance tests.

• A corrective action plan must be provided within 72 business hours if the system fails acceptance testing.

• Delivery time frame: 60 Days After Receipt of Order (ARO).

• Delivery address: 7750 Georgia Street, Bldg 2721, Bay D, Hill AFB, UT 84056.

• Installation hours: Monday through Friday, 0600 -1600, excluding Federal Holidays, base closures, or furlough days.

• Contractor must be a U.S. registered company employing U.S. citizens.

• Contractor personnel must follow all safety and health regulations, including electrical safety standards (29 CFR 1910 Subpart S, 29 CFR 1926 Subpart K, DAFMAN 91-203, NFPA 70/70E).

• Contractor personnel must comply with base traffic and visitor pass requirements.

• Contractor must notify the GPOC before sending foreign nationals.

• Contractor personnel must follow emergency procedures.

• The Honeywell V5 Vindicator is the only approved system, though it is discontinued. SDS Construction is noted as the only base-approved contractor with V5 stock. The V6 vindicator is not yet approved.

• Contractor must be qualified and certified to install Honeywell, Optex, and Magnasphere hardware.
