Evaluation & Submission
Award will be made to the offeror providing the best value to the Government, considering technical capability, past experience, and price. Technical and past performance combined are more important than price. The Government reserves the right to award to other than the lowest-priced offer. Required submittal documents include: a completed ADDENDUM TO 52.212-1 (Instructions to Offerors), a Price Proposal (Part I), and Technical and/or Past Performance Information (Part II). Part II should include a Technical/Management Approach (limit 10 pages), Past Performance information (using Attachment 4, for two recent contracts within 3 years), and Key Personnel/Subcontractor details (limit 10 pages).
