Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for motorized invasive plant treatments within Grand Teton National Park, Wyoming.

• Motorized Cover Treatments: Full coverage spraying using ground unit boom sprayers (tractor or UTV mounted). Minimum 150 acres per work day (12 hours) at a rate of twelve (12) gallons per acre. Government estimates awarding a minimum of 50 acres per year, with approximately 100 acres for the Base Year.

• Motorized Spot Treatments: Survey and treatment using handheld spray guns or short duration boom sprayers via foot or UTV. Government estimates awarding a minimum of 250 acres per year, with approximately 450 acres for the Base Year.

• Tasks include: Surveying for noxious weeds, mixing and applying specified herbicides, completing daily treatment records, and collecting electronic data (track logs).

• Government Provided: Herbicides and adjuvants will be provided by the Government.

• Contractor Provided: All necessary equipment, labor, licensing, supervision, transportation, operating supplies, and incidentals.

• Treatment Efficacy: A minimum of 90% of treated weeds (for each species) must show mortality or physical signs of herbicide treatment (wilting, curling, discoloration).

• Daily Records: Daily treatment records and electronic data (GPS track logs) must be submitted within fourteen (14) days of completing on-site treatment.

• Quality Control: Contractor must provide a Quality Control Plan and conduct self-inspections.

• Government Inspection: Final inspection will occur at least 14 days after treatment. Acceptance is based on meeting the 90% efficacy standard. Failure to meet standards may result in rework at contractor expense, reduced payment, or nonacceptance.

• Period of Performance: One Base Year (June 1, 2026 – May 31, 2027) and three 12-month option years.

• Schedule: Work is estimated to be performed between June 1 and July 15 annually, with specific start/end dates determined by task orders and environmental conditions.

• Place of Performance: All National Park Service lands within Grand Teton National Park.

• Hours of Operation: Daylight hours, Monday through Friday, unless otherwise approved.

• Compliance: All treatment and application must strictly conform to product manufacturer recommendations, labeling, and applicable Federal, State, and local regulations.

• Personnel: Contractor personnel must be experienced in noxious weed management and herbicide application. A Wyoming Commercial Pesticide Applicators License is required for the Site Manager and for those performing herbicide mixing/application. Personnel must be under the direct supervision of a licensed applicator.

• Equipment: Equipment must be weed-free and available for Government inspection prior to use. Contractor is responsible for equipment maintenance.

• Safety: Contractor is responsible for safety of personnel and the public. Specific provisions for animal presence, weather, chemical transport, and spill response are detailed.

• Water Sources: Government-provided water sources are available at Headquarters Campus (Moose, WY) and Moran Junction Administrative Site (Moran, WY). Contractor is responsible for fittings, hoses, and water transportation.

• Weed List: Species to be treated include those on the Grand Teton National Park Invasive Plant Priority List.

• Electronic Data Collection: GPS unit required for recording tracks and points. Data must be collected using NAD 83 coordinate system.

• Ratings: Performance will be rated as Fully Acceptable, Requires Rework, or Unacceptable, impacting payment.

• Task Orders will provide site-specific descriptions, maps, herbicide details, and other relevant information.

• The contract is performance-based, meaning the Contractor is responsible for the end product/result.

• Estimated acres to be treated per period are provided, but are not a guarantee of minimum or maximum acres awarded.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to provide motorized invasive plant treatments. The acquisition is for Grand Teton National Park and is a 100% Total Small Business Set Aside. The government anticipates awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
