Description:
This requirement is for Warehouse Inventory Management Procurement System (WIMPS) services to support the end-to-end process of managing warehouse assets, procurement functions, and inventory accountability across the agency. The services include maintenance, support, and integration of the existing proprietary Elite Series software acquired and implemented as Commercial-off-the-shelf (COTS) software under APHIS Contract AG-32KW-P-11-0215. The trade name of Elite Series software is the copyrighted proprietary intellectual property of Tecsys, Inc.
RFO FAR 12.201-1 Simplified procedures will be used for awarding the contract. The anticipated award date is February 1st, 2026.
The intended source for this acquisition is Tecsys, Inc., 1 Place Alexis Nihon, Suite 800, Montreal, QC, H3Z 3B8, Canada.
The proposed contractor, Tecsys, Inc., is the sole provider of the proprietary software solution required to fulfill the Government's needs. This software is copyrighted and constitutes the intellectual property of Tecsys, Inc., and therefore cannot be replicated, resold, or modified by third-party vendors without violating intellectual property rights. Furthermore, the requirement at hand is a follow-on effort to an existing contract, making Tecsys, Inc. the only source capable of ensuring full compatibility with the Government’s current system architecture, databases, and workflows. The technical solution provided by Tecsys, Inc. is uniquely integrated with the existing platform infrastructure, which includes customized modules, system interfaces, and user-specific configurations developed under previous phases of the contract. Awarding to a different vendor would not only risk loss of continuity and data integrity but could also require substantial additional investment in reconfiguration, revalidation, and user retraining, resulting in unnecessary duplication of cost and unacceptable delays to mission-critical operations.
