- System Analyses: Ship system analyses (e.g., stability tests, engineering inspections), fleet support studies, economic analyses, and operations research.
- Deliverables: Procurement specifications, cost estimates, CAD drawings (AutoCAD 2019+), reports (Microsoft Word 2019+), calculations, and graphics. Use of Cargo Max software is required for trim and stability work.
Contract Details
- Contract Type: Multiple IDIQ contracts.
- Ordering Period: Sixty (60) months.
- Maximum Total Value: $9.99 million across all contracts.
- Minimum Guarantee: $5,000.00 per contract.
- Task Orders: Firm Fixed-Price.
- Place of Performance: Contractor facilities, NOAA offices, and aboard NOAA vessels globally, including Marine Operations Centers in Newport, OR; Honolulu, HI; and Norfolk, VA.

- Page Limit: SF330, Part I, is limited to forty (40) pages.
- Evaluation Criteria: (In descending order of importance after Criteria 1 & 2) Specialized Experience & Technical Competence, Professional Qualifications, Past Performance, Capacity, and Quality Control Program. A Past Performance Questionnaire (Attachment 2) will be used for assessment.
