Scope of Work
The successful bidder (referred to as 'Buyer' in documents) will be responsible for:
- Site Clean-up: Collection, sorting, and consolidation of MDAS scrap metal in three phases.
- Demolition: Demolishing and consolidating designated metal buildings/scrap. Government provides trash containers and disposal for demolition materials.
- Material Handling & Loading: Safe and efficient handling and loading of scrap metal onto transportation barges.
- Barge Transportation: Primarily via Buyer's barge; Navy barge is a secondary option (subject to availability).
- Biosecurity: Ensuring all vehicles and materials are washed clean of contaminants before embarkation.
- Unloading & Recycling/Disposal: Buyer is responsible for all off-island recycling/disposal activities in compliance with environmental regulations.
- Site Restoration: Restoring affected areas of SCI to an acceptable condition.
- Compliance & Safety: Adherence to all federal, state, and local laws, EM-385-1-1, and OSHA standards. Required submittals include a comprehensive Safety Program (APP/AHA), Off-Site Demolition Plan, and Transportation Plan.
Contract Details
- Contract Type: Government Sale, Fixed Total Price.
- Period of Performance: 365 days from Notice to Proceed.
- Bid Deposit: 25% of the Awarded Fixed Total Price upon agreement execution.
- Progress Payments: Remaining 75% divided into three 25% installments upon completion of each phase.
