Quick Summary

The Navy Region Southwest (NRSW) Qualified Recycling Program (QRP) is issuing an Invitation to Bid (ITB) for the recycling, removal, and demolition of Material Documented as Safe (MDAS) mixed scrap steel and metal buildings at Naval Auxiliary Landing Field (NALF) San Clemente Island (SCI), California. This is a government sale requiring a Fixed Total Price bid for the complete removal of identified materials. The award will be based on best value, with the technical approach holding greater importance than price. A mandatory site visit is required, and bids must be submitted via certified carrier service only.

Scope of Work

The successful bidder (referred to as 'Buyer' in documents) will be responsible for:

  • Site Clean-up: Collection, sorting, and consolidation of MDAS scrap metal in three phases.
  • Demolition: Demolishing and consolidating designated metal buildings/scrap. Government provides trash containers and disposal for demolition materials.
  • Material Handling & Loading: Safe and efficient handling and loading of scrap metal onto transportation barges.
  • Barge Transportation: Primarily via Buyer's barge; Navy barge is a secondary option (subject to availability).
  • Biosecurity: Ensuring all vehicles and materials are washed clean of contaminants before embarkation.
  • Unloading & Recycling/Disposal: Buyer is responsible for all off-island recycling/disposal activities in compliance with environmental regulations.
  • Site Restoration: Restoring affected areas of SCI to an acceptable condition.
  • Compliance & Safety: Adherence to all federal, state, and local laws, EM-385-1-1, and OSHA standards. Required submittals include a comprehensive Safety Program (APP/AHA), Off-Site Demolition Plan, and Transportation Plan.

Contract Details

  • Contract Type: Government Sale, Fixed Total Price.
  • Period of Performance: 365 days from Notice to Proceed.
  • Bid Deposit: 25% of the Awarded Fixed Total Price upon agreement execution.
  • Progress Payments: Remaining 75% divided into three 25% installments upon completion of each phase.
  • Insurance: Required minimums include Comprehensive General Liability ($500,000), Automobile Liability ($200,000/$500,000/$20,000), Workers' Compensation, and Employer's Liability ($100,000).
  • Set-Aside: None specified.

Submission & Evaluation

  • Mandatory Site Visit: April 17, 2026, at 10:00 AM (PT). RSVP required by March 20, 2026.
  • Bid Due Date: April 24, 2026, by 2:00 PM (PT).
  • Submission Method: Only via certified carrier service (FedEx, DHL, UPS, etc.). Emailed, faxed, or hand-delivered bids will be rejected. Submit one price quote in a separate sealed envelope and three copies of the technical write-up simultaneously.
  • Technical Proposal: Not exceeding ten pages, detailing methodologies, equipment, references, environmental compliance, and past performance.
  • Evaluation: Best value, with technical approach weighted more heavily than price.
