• Buyer must provide at least one to two permanent roll-offs on-site, with an additional one to three for temporary spotting.

• Buyer must ensure property is scrapped by melting, shredding, or other complete manner that precludes recognition or reconstruction.

• Agreement Period: One (1) year from commencement date, with potential for successive one-year extensions, not to exceed five (5) years total.

• Agreement Service Period begins: July 13, 2026.

• Payment Cycle: Within 30 days from the invoice date.

• Pricing: Based on a percentage of the published 'high-end' Fastmarkets American Metal Market (AMM) Export Yard Buying Price for #1 Heavy Melt category in the Los Angeles area.

• Bidders are encouraged to inspect existing materials.

• Submittals must be by certified carrier ONLY. No e-mailed, faxed, hand carried, or certified mail submittals will be accepted.

• Bid amount is a percentage of the AMM Export Yard Buying Price.

• The bid sheet requires bidder name, signature, company name, e-mail, telephone, and date.

• No specific set-aside requirements are mentioned.

• The buyer assumes liability for all applicable taxes.

• The buyer must indemnify and hold harmless the Navy, NRSW QRP, and the U.S. Government.

• Any damage to Government property during removal is the buyer's responsibility.

• The buyer is cautioned about dangerous property and assumes liability for related damages.

• Advertisements must not imply endorsement by the Navy Recycling Program, Navy, or Government.

• Buyer may not assign rights or delegate obligations without prior written consent.

• Disputes will be decided by the NRSW QRP Manager.

• Gratuities offered by the buyer may lead to termination.

• The buyer shall hold and save harmless the NRSW QRP from liability.

• NRSW QRP is an integral part of the Department of Defense.

• Modifications must be in writing and signed by the NRSW QRP Manager.

• NRSW QRP may terminate for convenience with 30-day notice.

• Buyer may terminate for convenience with 60-day notice.

• Termination for default may occur if the buyer fails to perform.

• Electronic ACH payments via pay.gov are preferable; payments by check or money order must be sent via carrier services.

This document is an "Invitation to Bid" for a Term Sale of Mixed Scrap Steel (Agreement #T004-26-CD) at Naval Support Activity (NSA) Monterey. The Navy Region Southwest (NRSW) Qualified Recycling Program (QRP) is procuring this scrap steel.

• The primary item (Item 001) is Mixed Scrap Steel, which includes, but is not limited to, pipe, reels, shelving, lockers, angle iron, plate, vehicle parts, hardware, cuttings, California appliances, and other miscellaneous parts and pieces. California appliances will be segregated on-site.

• Approximately 30 gross tons are generated per year, but this is not a guarantee of future quantities.

• The successful bidder will be required to provide one (1) to two (2) permanent roll-off containers on-site, with an additional one (1) to three (3) units available for temporary spotting as requested.

• Title to the property transfers to the purchaser upon removal.

• The agreement period for Item 001 is one (1) calendar year from the start date, with potentially four (4) one (1) year renewals, awarded annually.

• Bid Due: 2:00 P.M. (Pacific Time) on July 2, 2026. Bids received after this time will not be accepted.

• Bid Submission Method: Bids must be submitted via carrier service (UPS, FedEx, DHL, etc.) to the address provided. Bids must be submitted on the provided bid form, in ink or typed, and signed.

• Bid and Sale Price Determination: Bids will be determined based on a percentage of the high-end price for #1 heavy melt scrap steel in the Los Angeles area, as published by Fastmarkets AMM. Bids over 100% are acceptable. The sale price and monthly invoice will be based on this percentage multiplied by the published price. All transportation costs must be factored into the bid percentage.

• Award: The agreement will be awarded to the responsible offeror whose proposal is most advantageous to the NRSW QRP, considering price and other factors. The NRSW QRP reserves the right to reject any or all bids or withdraw/not award if prices are not fair or reasonable.

• Bid Award Date: No later than 2:00 P.M. (Pacific Time) on July 6, 2026.

• Start Date: July 13, 2026.

• No specific set-aside requirements are mentioned.

• Collusion Warning: Offerors are cautioned against collusion or bid rigging, which are federal offenses.

• Amendments: Receipt of any amendment must be acknowledged via e-mail prior to bid closure.

• Explanation to Offerors: Any desired explanation regarding the bid must be submitted in writing (e-mail sufficient) to the NRSW QRP Manager in sufficient time for a reply.

• Bid Deposit: No bid deposit is required.
