Quick Summary

The Department of the Army is conducting a Sources Sought / Market Research for the Iowa Army Ammunition Plant (IAAAP). This initiative seeks industry feedback on potential operating models for the Government-Owned, Contractor-Operated (GOCO) facility in Middletown, IA, which produces conventional ammunition. The U.S. Government is exploring novel approaches for its operation, maintenance, and modernization. Responses are due April 12, 2026.

Purpose & Scope

This market survey aims to gather industry input to inform the future acquisition strategy for the IAAAP. The facility is critical for conventional ammunition production. The USG is evaluating several models, including an Industrial Park Model (single company manages, independent contractors operate lines), a Long-Term Lease Model (revenue-sharing for continuous improvements), and other Public/Private Partnerships. The operating contractor would be responsible for facility management, maintenance, modernization, and base support services such as grounds maintenance, environmental compliance, property administration, and safety.

Key Areas for Feedback

Interested parties should provide input on:

  • Feasibility and division of responsibilities for proposed operating models.
  • Contract length, incentive structures, and maximizing industry best practices.
  • Impact of third-party sales and potential revenue sharing.
  • Enabling future workspace modifications and teaming arrangements.
  • Cost-effective processes for maintaining production capabilities within the National Technology and Industrial Base (NTIB).
  • Business operating models for long-term viability and potential footprint reduction.
  • Suggested Economic Price Adjustments and issues during contract transition periods.
  • Recommended overlap between exiting and entering contractors.
  • "White Papers" addressing risk and transition challenges.

Submission Requirements & Deadline

Companies should submit information (limited to three pages) including:

  • Company name, CAGE Code, Point of Contact details, address, and business size.
  • Demonstrated experience in managing similar industrial facilities, explosives production, safety, design, construction, commissioning, maintenance, operation, modernization, and environmental compliance. Submissions must be sent via electronic mail to the listed contacts by April 12, 2026, at 22:00Z.

Important Notes

This is a market survey for planning purposes only and does not constitute a Request for Proposal. Participation is voluntary, and the USG will use the information to develop its future acquisition strategy. An Amendment 0001 updated that this opportunity will be briefed at the Organic Industrial Base (OIB) and Indirect Fires Munitions Industry Day on March 19, 2026, in Parsippany, NJ. A long-term lease or facility use contract is contemplated, with a period of performance beginning in Fiscal Year 2031, preceded by a transition period in FY 2030.
