This document is a market survey seeking industry feedback on potential operating models for the Iowa Army Ammunition Plant (IAAAP). The facility produces conventional ammunition, including various artillery shells, tank munitions, and grenade components. The U.S. Government (USG) is interested in exploring new models for the operation, maintenance, and modernization of the IAAAP, which is a Government-Owned, Contractor-Operated (GOCO) facility.

The USG is evaluating several models and seeking industry input:

• Industrial Park Model: A single company manages the entire facility, with independent contractors operating individual production lines.
• Long-Term Lease Model: A single facility management company enters a revenue-sharing agreement with the USG for continuous improvements.
• Other Public/Private Partnerships: The USG is open to exploring alternative partnership structures.

Interested parties are encouraged to provide input on:

• The feasibility of the proposed models and the division of responsibilities.
• Contract length, incentive arrangements, and structure.
• Maximizing industry best practices in operations and maintenance.
• The effect of third-party sales on costs and potential revenue sharing.
• Enabling future modifications of workspaces.
• Teaming arrangements for diverse functions.
• Cost-effective processes for maintaining production capabilities within the National Technology and Industrial Base (NTIB).
• Business operating models for long-term viability and potential footprint reduction.
• Suggested areas for Economic Price Adjustments.
• Issues during the transition period from the current contract to a new operator contract.
• Recommended overlap between exiting and entering contractors.
• "White Papers" addressing risk and transition issues.

Interested companies should submit information (limited to three pages) including:

• Company name and CAGE Code.
• Point of Contact details.
• Company address.
• Business size information.
• Experience in managing similar industrial facilities, explosives production, safety, design, construction, commissioning, maintenance, operation, modernization, and environmental compliance.

Information must be submitted via electronic mail no later than 60 days from the posting date.

This document is a Sources Sought notice from the U.S. Army Contracting Command-Rock Island, on behalf of the Office of Project Lead Joint Services (PL JS). It seeks interested sources for the Facility Management, Maintenance, and Oversight of the Iowa Army Ammunition Plant (IAAAP). The IAAAP is a Government-Owned, Contractor-Operated (GOCO) facility involved in the production of conventional ammunition. The U.S. Government (USG) is interested in exploring novel and unique models for the operation, maintenance, and modernization of the IAAAP and is soliciting industry input for future procurement strategy development.

The operating contractor will be responsible for maintaining and modernizing facilities and providing base support services. This includes, but is not limited to:

• Grounds maintenance
• Modernization strategic planning
• Property administration
• Environmental compliance
• Public relations
• Material management of Government Furnished Materials
• Fire protection, safety, and security

The USG is evaluating an "Industrial Park" model where a single facility management company would be responsible for the entire installation. This company would also play a role in marketing IAAAP facilities for commercial use by private sector firms.

• Planned Acquisition: A long-term lease or facility use contract is contemplated, with a period of performance beginning in Fiscal Year (FY) 2031. A transition period is planned for FY 2030, with modernization projects starting in October 2030.
• Industry Briefing: The opportunity will be briefed at the 2026 Munitions Executive Summit (MES) in Parsippany, NJ on March 17-18.
• Industry Days: Multiple Industry Days are anticipated starting in FY 2026.
• Technical Data Packages (TDPs): TDPs for production lines are not currently available and will be provided at a later date upon issuance of a draft solicitation.

Interested parties should submit capabilities/qualification data demonstrating experience in:

• Management of large industrial parks, including production of energetic materials.
• Explosives safety.
• Design, construction, commissioning, maintenance, and operation of explosive production facilities.
• Modernization strategic planning and environmental compliance.

Respondents are also encouraged to provide feedback on potential terms and conditions related to:

• Contract length and incentive arrangements.
• Application of industry best practices.
• Third-party sales and revenue sharing.
• Future state of underutilized workspaces.
• Teaming arrangements.
• Cost-effective processes for production.
• Business operating models.
• Economic Price Adjustments.
• Transition period issues.
