Purpose & Scope

MCTC requires a contractor to design, develop, and instruct a comprehensive "Highway Drug Investigations for Patrol" course. The curriculum will focus on counternarcotics and counter transnational organized crime (CTOC), including illicit narcotics interdiction, disruption of drug trafficking organizations, intelligence, narco-terrorism, homeland security, civil operations, and anti-drug coalition fundamentals. The course aims to impact the illicit flow of drugs and increase national security, targeting up to 50 law enforcement officers and military personnel per iteration. The course must be a minimum of 20 hours over 3 days and be flexible for in-person or Distance Learning (DL) formats.

  • Contract Type: Single Firm-Fixed Price (FFP) contract is intended.
  • Period of Performance: A 12-month base period with up to six course iterations, followed by four (4) 12-month option periods, each allowing for up to twelve course iterations.
  • Place of Performance: Services will be provided within the MCTC service area (54 states and territories), with approximately one-third of iterations at the MCTC main campus in Johnston, Iowa, and the remainder at other locations.

Key Requirements & Qualifications

  • Offeror Qualifications: Must have prior experience in designing, developing, and delivering similar Highway Drug Investigations for Patrol courses to uniformed patrol officers or other law enforcement personnel. Must have a background in law enforcement training and be currently engaged in training law enforcement officers on this subject in a civilian environment.
  • Instructor Qualifications: Instructors must be U.S. Citizens with a background in law enforcement training, currently engaged in training on the subject. They require a minimum of 15 years of total law enforcement experience, including 10 years as a civilian highway interdiction officer, and 5 years of experience teaching these courses.
  • Technical: Contractor must provide all personnel, equipment, materials, and supervision. No telework is permitted. A Quality Control Plan (QCP) and a Contract Manager (CM) are required.
  • NIST SP 800-171: Offerors must have a current (within 3 years) NIST SP 800-171 DoD Assessment and acknowledge this in their Proposal Cover Letter.
