Opportunity Overview
The MCTC requires a contractor to design, develop, and instruct specialized counternarcotics training for law enforcement officers and military personnel. The primary course, "Basic Narcotic Investigations," will cover topics such as illicit narcotics interdiction, drug trafficking organizations, intelligence, narco-terrorism, and undercover investigations. Each iteration will accommodate up to 30 students and last a minimum of 76 hours over 10 class days.
Contract Details
This is a Combined Synopsis/Solicitation for commercial services, anticipated to result in a single Firm-Fixed Price (FFP) contract. The period of performance includes a 12-month base period with three (3) course iterations, followed by four (4) 12-month option periods, each with up to six (6) course iterations. Performance will occur within the MCTC service area (54 states and territories), with approximately one-third of iterations at the MCTC main campus in Johnston, Iowa.
Key Requirements & Qualifications
Offerors must demonstrate prior experience in designing, developing, and delivering similar courses. Instructors must possess significant law enforcement and narcotics investigation experience, including:
- Minimum of fifteen (15) years of total law enforcement experience.
- Ten (10) years as a civilian Narcotics Officer.
- Five (5) years of experience teaching Basic Narcotic Investigations courses to civilian law enforcement personnel.
- Instructors and guest speakers must be U.S. Citizens. Contractors must also have a current NIST SP 800-171 DoD Assessment and acknowledge this in their proposal.
Submission & Evaluation
Proposals are due by May 18, 2026, at 11:00 AM Central Time. Questions are due by May 13, 2026. Past Performance Questionnaires (PPQs) from references are also due by May 13, 2026. Submissions must be sent via trackable shipping to USPFO Purchasing & Contracting in Johnston, IA, and include one electronic copy (CD/DVD) and one hard copy. Proposals must be unclassified, virus-scanned, and not password-protected. Proposal content should be organized into four volumes: Proposal Summary/OCI, Technical Capability, Past Performance, and Price Proposal (using Attachment 4). Evaluation will follow a Best Value Trade-Off process, considering Technical Capability (course overview, content, offeror/instructor qualifications), Past Performance (recent and relevant contracts within 36 months), and Price. No discussions are anticipated.
