Scope of Work
The contractor will provide all personnel, equipment, tools, and materials to instruct Basic and Advanced Physical Surveillance Courses. These courses are designed for law enforcement officers and military personnel involved in counternarcotics and counter transnational organized crime (CTOC) missions. The curriculum covers tactical operation preparation, surveillance techniques, legal restrictions, driving tactics, concealment, disguises, de-confliction, confrontation procedures, and takedown techniques. The advanced course specifically addresses counter-surveillance methods used by drug trafficking organizations.
Contract Details
- Contract Type: Firm-Fixed Price (FFP)
- Period of Performance: One 12-month base period (up to 5 course iterations) and four 12-month option periods (up to 10 course iterations each).
- Place of Performance: Services will be conducted within the MCTC service area (54 states and territories), with approximately one-third at the MCTC main campus in Johnston, Iowa, and the remainder at other locations.

Key Requirements & Qualifications
- Offeror Qualifications: Must have prior experience in designing, developing, and delivering similar Physical Surveillance courses to uniformed local, state, or federal law enforcement personnel.
- Instructor Qualifications: Minimum 15 years total law enforcement experience (10 years as a civilian Narcotics Officer), and 5 years experience teaching Physical Surveillance (Basic & Advanced) to civilian law enforcement personnel. Instructors must be U.S. Citizens.
- NIST SP 800-171 DoD Assessment: Contractors must have a current assessment (within 3 years) prior to contract award and acknowledge this in their proposal.
