Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW defines the requirements for individuals and companies assisting the 309th Maintenance Support Group (309 MXSG) with equipment installation, relocation, repair, or modification. The scope applies to equipment and control/monitoring systems used by the 309 MXSG.

Services include, but are not limited to, work on various types of equipment such as Air Compressors, HVAC units, CNC Machining Centers, Cranes, Electrical Controls, Fuel Systems, Lasers, Lathes, Milling Machines, Refrigeration Units, Welders, and Water Treatment Systems. For each project, a detailed SOW will be provided with specific requirements, specifications, and drawings.

• Contractors must submit quotes using a standardized format, including preliminary drawings, schematics, parts lists, or technical data. Quotes must detail materials, labor, subcontractor costs, training, rentals, fees, overhead, and other direct costs.

• The 309 MXSG will evaluate quotes based on cost and how well they address requirements.

• Contractors must provide status reports as requested (CDRL A001) and a Final Project Report upon completion, including fabrication drawings, source code, setup/operation/maintenance instructions, and recommended spare parts lists (CDRL A002).

• Onsite training for operators and maintenance personnel may be required.

• Contractors must maintain an effective quality control program.

• Contractors must report all labor hours via a secure data collection site on http://www.SAM.gov by October 31st each fiscal year.

• Place of performance is Hill Air Force Base (AFB), UT.

• Normal hours of operation are Monday through Friday, 0530-1600, excluding Federal Holidays and base closures.

• Security: Contractors must comply with all security, force protection, and OPSEC requirements. This includes obtaining appropriate identification (DBIDS Cards, Controlled Area Badges), adhering to access procedures, and safeguarding government property. Personnel must clearly identify themselves as contractors.

• Training: Mandatory training includes OPSEC Awareness, Controlled Unclassified Information (CUI), Unit Indoctrination, Counter-Insider Threat (C-InT), Antiterrorism (AT), and specific training for Controlled Area Access (Security Education & Motivation, Anti-Robbery, Initial Explosive Safety & Awareness, Force Protection).

• Environmental: Contractors must be aware of and protect against hazardous materials in industrial areas and comply with environmental protection laws. They must also adhere to utility conservation practices.

• Safety: Contractors must implement a safety program, report mishaps (>$2,000 damage), and comply with OSHA, AFOSH, and other applicable safety standards. A written Safety Plan must be approved prior to work commencement.

• Data Rights: The government has unlimited rights to all documents and materials produced under this contract.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for the acquisition of commercial items for Industrial Plant Equipment (IPE) BPA Add Sources. The 309th Maintenance Support Group requires assistance with equipment installation, relocation, repair, or modification. A Statement of Work (SOW) is provided for detailed examples.
