Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Standards and Technology (NIST), under the Department of Commerce, is seeking quotations for a portable, mid-IR Spectrometer System. This Combined Synopsis/Solicitation aims to procure equipment essential for advancing semiconductor manufacturing and metrology. Quotations are due April 6, 2026, by 4:00 PM ET.
Opportunity Details
NIST requires one (1) new IR Spectrometer System capable of measuring the radiance of metal surfaces (e.g., platinum with emissivity of approx. 0.22 at 1550 nm) in the temperature range of 100 °C to 600 °C for wavelengths of 3.0 µm to 5.0 µm. The system must be portable and mid-IR type, including a one-year warranty.
Key Technical Specifications
- Detector Sensitivity: 130k counts/(ms µw)
- Minimum Detectable Optical Power: 5 pW/nm
- Spectrometer Speed: Exceeding 250 Hz for full spectral range
- Spectral Range: 3.0 µm - 5.0 µm
- Spectrum Resolution: Equal to or better than 6 cm-1
- Spot Size: 300 µm - 500 µm
- Working Distance: 100 mm - 200 mm
- Software: Must control parameters, collect/save spectra to non-proprietary files, run on Windows 10/11, and include API if available.
- Physical: Mass not exceeding 10 kg, operate from standard US outlet (120 V, 15 A), no facility requirements for compressed gases or cryogens.
Contract & Submission
This procurement is an Open Market competition under NAICS 334516 (Analytical Laboratory Instrument Manufacturing, size standard 1,000 employees) and will result in a Firm-Fixed-Price Purchase Order. Award may be made without discussions.
- Quotations Due: April 6, 2026, 4:00 PM ET
- Inquiries Due: April 2, 2026
- Submission Method: Email to ranae.armstrong@nist.gov (cc Donald.collie@nist.gov), referencing the RFQ number in the subject line. Quotations must be divided into three volumes: Technical, Price, and Terms and Conditions.
- Delivery: No later than twelve (12) weeks after receipt of award to NIST, Gaithersburg, MD.
- Eligibility: Offerors must have an ACTIVE SAM.gov registration at the time of submission, award, performance, and final payment. Only new items are acceptable; no used, remanufactured, experimental, prototype, or "gray market" components.
Evaluation Criteria
Award will be made to the responsible quoter whose quotation is the lowest priced and technically acceptable. Technical capability will be assessed based on meeting or exceeding all SOW specifications, with product literature clearly documenting compliance. Price will be evaluated for reasonableness.
