This is a combined synopsis/solicitation for commercial products to fabricate aluminum grating to replace existing steel grating at the Bureau of Reclamation's Water Treatment Lab (WTL). The existing grating is corroded, has large openings, presents a trip hazard, and is difficult to lift.

• Fabricate aluminum grating to cover a trench that is 31 inches deep, 41 inches wide, and 92 linear feet.

• The aluminum grating sections must be integrated with an aluminum plate and coated with a non-slip surface.

• Each section of aluminum grating must weigh less than 60 pounds.

• The grating must have a load capacity of 150 pounds per square foot.

• Delivery is required by or no later than June 30, 2026, FOB destination to the Denver Federal Center.

• Contract type: Firm-Fixed Price (FFP).

• Anticipated award date: On or around May 21, 2026.

• Quotations must be submitted via email to Keith Singleton at keith_singleton@ios.doi.gov.

• Quotes must be on company letterhead, include contact information, and document all salient characteristics of the offered product, including shipping.

• Quotes must include a statement accepting or detailing exceptions to the terms and conditions.

• Submission deadline: 12:00 PM Noon Eastern Time on May 14, 2026.

• Evaluation criteria: Comparative evaluation of quotes considering Price and other factors such as Delivery, Warranty, and Extended Service to select the quote most advantageous to the government.

• This acquisition is 100% set aside for small business concerns.

• NAICS Code: 332999 with a small business size standard of 750 employees.

• Product or Service Code: 9540.

• This announcement constitutes the only solicitation; a separate written solicitation will not be issued.

• Offerors must complete entity-level representations and certifications online in the System for Award Management (SAM).

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the requirements for the design, supply, and delivery of a structural T6061 aluminum cover grating system with a solid aluminum cover and a non-slip epoxy coating.

• Site measurements, fabrication drawings, fabrication, and delivery of grating panels with platforms.

• Grating and platform construction from structural T6061 aluminum with a welded solid aluminum cover.

• Application of a non-slip epoxy surface coating on the cover plates.

• Provide a quotation for an estimated grating size of 41" x 92' (41 inches x 92 linear feet) with a 3" grating depth, designed to span a 41" trench opening with panels that are 24" in length.

• The grating must support a design load of 150 pounds live load per square foot, approved and stamped by a professional engineer licensed in Colorado.

• Welding must adhere to AWS D1.2 standards for structural aluminum.

• Each grating panel must not exceed 60 pounds.

• Provide finger holes on each side of grating panels for lifting.

• Non-slip epoxy coating must achieve a dynamic coefficient of friction (DCOF) of 0.42 or a static coefficient of friction (SCOF) of 0.6.

• Epoxy coating application to follow manufacturer recommendations, including primer, epoxy, flakes, and top coating. Specific epoxy color is "Armor Garage Granite (C1410)" or equivalent, with specified traction chips and flake coverage. A Military Grade Topcoat is required for abrasion protection.

• Delivery of all grating covers to the site is required.

• Grating panels and platforms must be verified as structural T6061 aluminum with solid plate covers, epoxy coating, and finger-holds.

• Non-slip epoxy surface coating must pass slip-resistance tests.

• Removal of existing steel grating.

• Structural modifications to support grating.

• Repairs to underlying surfaces.
