Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the scope and deliverables for the design, supply, and delivery of a structural T6061 aluminum cover grating system with a solid aluminum cover and coated with non-slip epoxy.

• Measure and determine sizing for grating panels to allow for a 1/4" - 1/2" space on each side of the panel and the trench opening, ensuring it is flush with the floor surface.

• Provide a quotation for estimated grating sizing covering an area of 41" x 92' (41 inches x 92 linear feet) with a grating depth of 3". The grating is supported in one direction and has an unsupported span of 41".

• Fabrication and supply of grating panels with solid sheet metal covers constructed from structural T6061 T6 aluminum alloy.

• Design to span a 41" trench opening with grating panels approximately 24" in length.

• Designed for a 150 pounds live load per square foot, with structure approved and stamped by a licensed professional engineer in Colorado.

• Welding services must adhere to AWS D1.2 standards for structural aluminum.

• Weight of each grating panel not to exceed 60 pounds.

• Include finger holes on each side of the grating panel for lifting.

• Integration of a solid aluminum cover plate welded atop each grating section.

• Application of non-slip epoxy coating on the surface of each aluminum cover (plate portion only), requiring a dynamic coefficient of friction (DCOF) of 0.42 or a static coefficient of friction (SCOF) of 0.6.

• Epoxy coating to be applied according to manufacturer recommendations, including primer, epoxy, flakes, and top coating.

• Epoxy color: Armor Garage "Light Gray (#D5D3D0)" or equivalent, with black, blue, and white traction chips and light flake coverage.

• Military Grade Topcoat (Armor Garage or equivalent) applied to epoxy coating for abrasion protection.

• Delivery of all grating covers to site.

• Removal of existing steel grating.

• Structural modifications to support grating.

• Repairs to underlying surfaces.

• Accepted fabrication drawings and notice to proceed.

• Grating panels and platforms verified as structural T6061 aluminum with solid plate covers, epoxy coating, and finger-holds.

• Non-slip epoxy surface coating passes slip-resistance tests.

• Grating panel delivery approved by Government.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products to fabricate aluminum grating to replace existing steel grating at the Bureau of Reclamation's Water Treatment Lab (WTL). The existing grating is corroded, has large openings, presents a trip hazard, and is difficult to lift.

• Fabricate aluminum grating to cover a trench that is 31 inches deep, 41 inches wide, and 92 linear feet.

• The aluminum grating sections must be integrated with an aluminum plate and coated with a non-slip surface.

• Each section of aluminum grating must weigh less than 60 pounds.

• The grating must have a load capacity of 150 pounds per square foot.

• Delivery is required by or no later than June 30, 2026, FOB destination to the Denver Federal Center.

• Contract type: Firm-Fixed Price (FFP).

• Anticipated award date: On or around May 21, 2026.

• Quotations must be submitted via email to Keith Singleton at keith_singleton@ios.doi.gov.

• Quotes must be on company letterhead, include contact information, and document all salient characteristics of the offered product, including shipping.

• Quotes must include a statement accepting or detailing exceptions to the terms and conditions.

• Submission deadline: 12:00 PM Noon Eastern Time on May 14, 2026.

• Evaluation criteria: Comparative evaluation of quotes considering Price and other factors such as Delivery, Warranty, and Extended Service to select the quote most advantageous to the government.

• This acquisition is 100% set aside for small business concerns.

• NAICS Code: 332999 with a small business size standard of 750 employees.

• This announcement constitutes the only solicitation; a separate written solicitation will not be issued.

• Offerors must complete entity-level representations and certifications online in the System for Award Management (SAM).

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).

• The grating must support a design load of 150 pounds live load per square foot, approved and stamped by a professional engineer licensed in Colorado.

• Welding must adhere to AWS D1.2 standards for structural aluminum.

• Each grating panel must not exceed 60 pounds.

• Provide finger holes on each side of grating panels for lifting.
