Scope of Work
The anticipated requirement involves integrated support across six offices within the CFO Financial Management organization. Key task areas include:
- Financial Accounting, Reporting, and Internal Control Support: Technical accounting, financial reporting, reconciliations, cost accounting, internal control, and audit readiness.
- Financial Management Systems Support: Functional and technical support for the Integrated Financial System (IFS) and related systems, including configuration, testing, and data integrity.
- Audit Support: Responsiveness to audits (e.g., GAO) and corrective action planning.
- Task Order Management: Day-to-day management, planning, coordination, and communication.
- Transition-In and Transition-Out Phases: Structured activities for knowledge acquisition, staff readiness, and documentation handover.
Performance will primarily be on-site at IRS facilities in Washington, D.C., and Lanham, MD, operating under a full-time in-person/office environment. The period of performance is anticipated to include a 12-month base period and four option periods.

Submission & Evaluation
Responses are limited to a maximum of 16 pages (1 cover page + 15 subsequent pages) and must be submitted in Microsoft Word or PDF format. The government will evaluate responses based on capability, quality, feasibility, staffing, transition strategies, on-site support ability, experience, and risk. Vendors are encouraged to provide budgetary and/or standard rate information for Independent Government Cost Estimate (IGCE) development. Contractor personnel will require a Public Trust clearance.

The incumbent contractor is Integrated Finance & Accounting. The Government will provide all required system access, software licenses, and tools. Travel for this exercise is limited to the National Capital Region (NCR).
