Scope of Work
The program requires comprehensive services for workstations, systems furniture, filing and storage, conference and case goods, and other office furniture. Key services include:
- Furniture planning and design
- Furniture evaluation and credit determination
- Furniture de-installation and removal
- Remanufacturing and refinishing
- Delivery and installation
- Recycling and disposal
- Documentation and reporting
Individual projects may range from 2,500 SF to 55,000 SF, supporting IRS facilities across all 50 states, Puerto Rico, and the U.S. Virgin Islands. Program objectives include maximizing furniture value, coordinating needs, streamlining services, and documenting environmental and cost savings.
Submission Requirements
- Page Limit: Maximum 15 pages total (including cover page, white paper, diagrams, photos). Responses to RFI questions are limited to 14 pages.
- Format: Microsoft Word or Adobe PDF, 11 font size, 8.5 x 11-inch pages.

- Cover Page (max 1 page): Company Information, SAM.gov UEI, addresses, company overview, employee count, business type (including socioeconomic categories), NAICS codes, and relevant GSA/GWAC/Federal contracts.
- Responses to RFI Questions: Detailed responses addressing company experience, remanufacturing capabilities, exchange credit methodology, disposition/sustainability, scheduling, installation, quality control, warranty, post-installation support, risks, lessons learned, and recommendations for the PWS/QASP. Vendors should also identify their business size and interest in prime/subcontracting roles.
