Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the Performance Work Statement (PWS) for fee collection services at the Imperial Sand Dunes Recreation Area (ISDRA), managed by the Bureau of Land Management (BLM) El Centro Field Office.

• The contractor shall provide all labor, materials, supplies, services, transportation, and equipment necessary for fee collection services.

• This includes developing and maintaining a website for online permit sales, providing customer service, developing and supplying weekly and season permits, managing third-party vendors for off-site sales, and handling secure cash transactions and timely electronic deposits.

• The contractor shall also attend the annual Sand Sports Super Show (SSSS) in Costa Mesa, California, to sell season permits.

• Personnel will staff two ranger stations (Buttercup and Cahuilla) from mid-October through mid-April, with adjusted hours for daylight.

• Extended holiday hours are required, with staffing from 8:00 a.m. to 10:00 p.m. PT, Monday through Sunday.

• Prototype permits must be developed for government destructive testing by July 12th each year.

• Permits must be ready for sale by September 1st of each contract period.

• Permit sales run from September 1st to April 15th annually.

• Contractor staff must provide customer service, answer questions, and assist with minor cleaning in their work areas.

• Contractor staff must be familiar with applicable Federal, State, and Local regulations.

• Contractor shall provide Wi-Fi services at the Cahuilla and/or Buttercup Ranger Stations for contractor use only.

• Contractor staff shall wear professional casual/business attire.

• The contract will be a single fixed-price contract with a base period of 12 months and four 12-month option periods.

• The period of performance will commence on June 1st through May 31st for the base period and each option period.

• The ISDRA is located in eastern Imperial County, California.

• Contractor must develop and maintain a website for permit sales.

• Contractor must equip staff with mobile point-of-sale (POS) technology, including Wi-Fi.

• Contractor must electronically deposit all monies collected to the Department of the Treasury.

• Contractor must provide monthly permit sales reports and a final sales report.

• Contractor must provide a list of all third-party vendors.

• Contractor staff shall provide orientation training by the BLM.

• Contractor staff shall observe speed limits and traffic signs.

• Contractor staff shall not engage in other commercial sales or activities outside the contract terms.

• Discrimination, sexual harassment, or hostile work environment are not tolerated.

• Contractor must provide their own Wi-Fi services at the Cahuilla and/or Buttercup Ranger Stations.

• Contractor must coordinate with the BLM COR for approval of permit designs and scheduling.

• The BLM will provide Government Furnished Information/Equipment (GFIE) such as annual visitation totals, historical annual fee program budget reports, and access to Government facilities.
