Sources Sought Synopsis

This Sources Sought Synopsis (SSS) is being conducted to identify potential sources capable of providing Strategic Energy Manager (SEM) expertise to support the sustainment of ISO 50001 Energy Management System (EnMS) certification for the WR-ALC at Robins Air Force Base (AFB), GA. The government is seeking contractors to provide personnel, equipment, tools, materials, supervision, and services for this five-year service contract (basic year plus four one-year options).

• Provide SEM expertise to support sustainment of ISO 50001 certification.

• Subcontract inspection/certification to Advanced Waste Management Systems, Inc.

• Identify and implement ISO 50001 support structure and initiatives.

• Achieve and maintain ISO 50001 certification, including training and two annual audits.

• Identify and onboard additional Significant Energy Uses (SEUs).

• Develop WR-ALC baseline energy models and performance indicators per Superior Energy Performance (SEP) requirements.

• Collect, validate, maintain, and install metering data for energy usage analysis.

• Provide consultation on ISO 50001 standard requirements and revisions.

• Prepare new documents and conduct thorough EnMS reviews for audit readiness.

• Engage with Base personnel and management to ensure EnMS documentation and function.

• Ensure a rigorous and disciplined approach to strategic energy management for successful certification retention.

• Type: Five-year service contract (basic year + four one-year options).

• This is a market research effort; participation does not guarantee future contract awards.

• Interested parties should provide documentation supporting their company's capability.

• Responses to the Contractor Capability Survey (Parts I & II) are due by 11:00 am, 17 Feb 2026.

• A small business set-aside is being considered, but the final strategy will be determined after market research analysis.

• Small businesses unable to meet the full requirement are encouraged to describe teaming/partnership/joint venture/subcontracting arrangements.

• Both large and small businesses are encouraged to participate; teaming arrangements are encouraged.

• Small businesses should identify any work areas they believe should be broken out exclusively for them.

• This is a Sources Sought Synopsis, not a solicitation.

• The government will not reimburse participants for survey participation expenses.

• All products developed are Government property with unlimited data rights assumed unless otherwise claimed.

• A Performance Work Statement (PWS) is attached for additional details, but this is not a complete list of tasks.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Strategic Energy Manager (SEM) expertise to support the sustainment of the International Organization for Standardization (ISO) 50001 Energy Management System (EnMS) for the Warner Robins Air Logistics Complex (WR-ALC).

• Provide personnel, equipment, tools, materials, supervision, and services for SEM expertise.

• Subcontract the inspection/certification of the ISO 50001 program.

• Expand the EnMS into WR-ALC and to high-energy use facilities.

• Identify and implement the ISO 50001 support structure and initiatives to achieve and maintain ISO 50001 certification, training, and annual audits.

• Develop a Complex-wide WR-ALC baseline energy models and performance indicators.

• Provide credible energy metering data collection, validation, maintenance, and installation of meters.

• Act as a SEU (Significant Energy Uses) champion/facilitator.

• Maintain an electronic schedule with major milestones.

• Organize, schedule, and fund all required ISO 50001 audits (Internal, Stage 1 Readiness, Stage 2 Recertification, Surveillance).

• Provide an Integrated Master Schedule (IMS) for EnMS activities.

• Ensure auditors prepare and conduct pre-audit and post-audit briefings.

• Support and engage in the resolution of nonconformances.

• Provide technical engineering services for baseline energy models and energy performance indicators.

• Provide EnMS program oversight to ensure compliance with ISO 50001 standards.

• Generate presentation materials for technical issues and management briefings.

• Provide development support for a SharePoint Energy site.

• Communicate frequently with the WR-ALC Energy Assurance Office.

• Support WR-ALC Energy Communications efforts.

• Achieve and maintain ISO 50001 certification.

• Develop and maintain baseline energy models and performance indicators.

• Ensure credible availability of metering data.

• Conduct annual Internal Audits and triennial Stage 1/Stage 2 Recertification audits.

• Provide quarterly IMS reports.

• Provide monthly status reports.

• Conduct monthly meter readings and input data.

• Services to be performed in buildings on the attached spreadsheet (Attachment 1) at the Warner Robins Air Logistic Complex, Robins Air Force Base, GA.

• Work hours normally from 4:00 am to 6:00 pm, Monday through Sunday, with potential adjustments by the Government.

• Contractor shall subcontract the inspection/certification of the ISO 50001 program.

• Contractor shall provide expert SEM support with knowledge, skills, and experience in implementing ISO 50001.

• Contractor personnel must have a Secret security clearance.

• Contractor must provide all Personal Protective Equipment (PPE).

• Contractor must comply with specific vehicle access and flightline driving requirements.

• Contractor shall provide a Program Manager.

• Contractor must meet specific qualifications for SEM (e.g., ISO 50001 certification experience, IEnMP credentials).

• All contractor personnel must complete mandatory EMS Awareness Training and EnMS Training.

• Contractor must adhere to Government Security Regulations, including NISPOM and DAFI 31-101.

• Contractor must obtain Common Access Cards (CAC) for personnel requiring access.

• Contractor must submit a Quality Control Plan (QCP).

• Contractor must comply with Agency Affirmative Procurement Program requirements.

• Contractor must adhere to the specified delivery schedule for CDRLs.

• Contractor must establish and maintain an acceptable safety program.

• Contractor must notify the Safety Office of all mishaps or incidents.

• Contractor shall ensure quality of services through a quality and/or inspection system.
