Quick Summary

The Department of Defense (DOD) Defense Logistics Agency (DLA) – Troop Support has issued a Request for Information (RFI) regarding ISO Shipping Containers (FSC 8150). This RFI seeks industry input to determine compliance of these containers with the updated DFARS 252.225-7001 Buy American and Balance of Payments Program (BAA) regulations, which became effective November 25, 2024. This is not a request for proposals. Responses are due April 3, 2026.

Purpose & Scope

DLA Troop Support's Construction & Equipment Directorate is conducting market research to understand industry's capability to meet the revised BAA requirements for freight containers (FSC 8150). The RFI specifically requests information on:

  • US Steel Sources: Identification of US factories/mills capable of providing steel components for specific container National Stock Numbers (NSNs).
  • Qualifying Country Steel Sources: Identification of factories/mills in qualifying countries capable of providing steel components for specific container NSNs.
  • Domestic End Product Capability: Assessment of whether companies (dealers or manufacturers) can provide containers considered a "domestic end product" under the revised DFARS definition, which includes specific domestic content percentages and a revised threshold for iron/steel components.
