Purpose & Scope
NGA aims to procure a scalable COTS software application to replace the current Application Service Provider (ASP) portion of its Information Store (iSToRE) system without interrupting GEOINT missions. The anticipated solution will incorporate advanced capabilities for managing GEOINT data, including metadata, file-based access controls, pixel processing, and validation.
The scope of work involves developing, sustaining, integrating, and deploying a common software baseline onto approximately 75 systems worldwide. This includes providing OGC service implementation, software enhancements, comprehensive testing, operations, sustainment, security, and program management. Personnel performing Information Assurance (IA) functions must possess appropriate certifications (DoD 8570.01-M, NGA Instruction 8010.2), and security certification and accreditation expertise (ICD 503, FISMA, XACTA 360) is required. The contractor will need to provide classified and unclassified development/test facilities, with on-site support required at various government and partner sites globally.

Submission & Evaluation
Interested parties should submit a white paper, not exceeding 10 pages, in Microsoft Word or compatible format, using Times New Roman 12-point font. The submission must include administrative details (contact info, business type, DUNS, CAGE, security clearance, GSA FSS, SAM registration, interest in prime/team/subcontractor roles), relevant experience (commercial, government, NGA), capabilities, and recommendations. Responses must contain only UNCLASSIFIED information.
