Contract & Timeline

Submission & Evaluation

Interested parties must submit their Cage Code, Unique Entity Identifier (UEID) Numbers, and a Capabilities Statement detailing their primary business practice and whether they are a manufacturer or supplier/distributor. A copy of a current, approved DD Form 2345 is also required for access to export-controlled drawings. Submissions should be emailed to karin.a.quagliato.civ@us.navy.mil with "N6833525Q0321" in the subject line.

Responsibility determinations will precede BPA issuance, adhering to FAR Part 9.104, with the non-manufacturer rule (FAR Part 19.505(c)) applying. The new "BPA Tool" will be used for future solicitations, with offers submitted by replying to email solicitations with a completed Excel file. Awards for individual calls will be made to the lowest priced, technically acceptable offer that is an exact match.

Additional Notes

NAWCAD Lakehurst intends to re-synopsize periodically to add new vendors. BPAs may be cancelled for non-participation or poor performance. The FY25 Synopsis NAICS List.xlsx provides relevant NAICS and PSC codes for commodity alignment.
