This document outlines the terms and conditions for a Blanket Purchase Agreement (BPA) for supplies. The government will initiate Requests for Quotes (RFQs) which will be posted on the applicable procurement site. Vendors will have one business day to submit offers.

• Delivery of supplies in accordance with BPA Call/purchase orders.

• Vendors must be registered in the System for Award Management (SAM) and possess a valid CAGE Code.

• Compliance with Export Control Laws may be required for certain drawings, necessitating a DD Form 2345 certification.

• BPA Master Dollar Limit: $4,999,999.00 for five (5) years.

• BPA Call Limit: Individual calls shall not exceed the warrant authority of the purchaser, with a maximum of $250,000 per call.

• Period of Performance: To be identified at the time of call.

• Offers must be submitted within one business day of RFQ posting (or as otherwise specified).

• Award will be made to the lowest priced offer conforming to the RFQ, unless otherwise stated.

• Payment will be made via P-Card or Wide Area Workflow (WAWF), with specific invoicing and DD250 requirements detailed.

• Registration in SAM is required (FAR 52.204-7).

• Specific clauses related to small business programs (e.g., 52.219-6, 52.219-28) are incorporated by reference, indicating potential set-aside opportunities.

• Delivery terms will typically be F.O.B. Destination.

• Fast Payment procedures are not authorized.

• Unpriced BPA calls are strictly prohibited.

This document is a presentation providing training to vendors on a new "BPA Tool" developed by the Naval Air Warfare Center Aircraft Division (NAWCAD). NAWCAD is transitioning from the Unison platform for soliciting new requirements and will now use this BPA Tool. It is noted that the tool does not support reverse auction capabilities, and vendors are expected to submit their best offer.

• Notification Method: Solicitations will be sent via email from NAVAIR Acquisition@us.navy.mil, including a "Buy Number" and an "Assigned Vendor Specific Number."
• Attachment Details: Each email will contain an Excel file with multiple sheets: General Information, Bidding Requirements, Buy Terms, and Line Item Input.
• General Information: Provides request details, delivery/shipping information, and vendor-specific fields.
• Bidding Requirements: Outlines specific requirements for the solicitation, including that it is a Small Business Set-Aside and that questions must be submitted via email referencing the Buy Number.
• Buy Terms: Details terms such as SAM registration requirements, export control, and evaluation criteria (lowest price, technically acceptable, exact match).
• Line Item Input: Vendors must populate specific cells (Seller Description, Delivery Days, Unit Price) under the green headings in the Excel file to submit a bid.
• Submission Process: Bids are submitted by replying to the original solicitation email with the completed Excel file.
• Question Submission: Questions should be submitted by replying to the original email.
• Award Notification: Award will be communicated directly by the buyer if the bid is the lowest and technically acceptable.
