Statement of Work (SOW)

This Statement of Work (SOW) defines the minimum functional, technical, performance, safety, software, documentation, delivery, installation, training, warranty, and support requirements for the procurement of Item Unique Identification (IUID) marking equipment for the United States Air Force. The equipment must support permanent direct part marking (DPM) and/or IUID label marking in accordance with MIL-STD-130N and other referenced standards.

The Contractor shall provide new turnkey marking systems, including all accessories, documentation, delivery, installation, configuration, training, and acceptance testing. The Government intends to procure the following quantities by machine type:

• Type A: Clamshell-style enclosed DPM laser marking workstation (or equivalent) - Quantity: 3 (Delivered to Tinker AFB)

• Type B: Flatbed CO2 laser engraving/cutting system with labeling support (or equivalent) - Quantity: 2 (Delivered to Robins AFB)

• Type C: Roll-fed IUID label laser marking system (or equivalent) - Quantity: 8 (Delivered to Hill AFB)

• Systems must enable IUID marks that meet MIL-STD-130N requirements, including Data Matrix ECC200 encoding and verification/grading per ISO/IEC 15415 and/or ISO/IEC TR 29158.

• Marking content must support alphanumeric text, 1D barcodes, 2D Data Matrix ECC200 symbols, and logos/simple graphics, with automatic serialization and date/time stamping.

• Marking software must support user roles, audit/event logging, and report generation.

• Delivery and installation shall be completed within 30 calendar days of contract award.

• Systems will be delivered to Air Force installations at Hill AFB (UT), Tinker AFB (OK), and Robins AFB (GA).

• All equipment must be new and in manufacturer's original packaging.

• Systems must operate on standard U.S. facility power (110-240 VAC, 50/60 Hz, single phase).

• Fume extraction/ventilation with HEPA filtration is required.

• Contractor shall provide operations manuals, maintenance manuals, preventive maintenance schedule, and consumables list.

• One year of warranty covering parts, labor, and repairs is required.

• One year of software support, including updates and troubleshooting, is required.

• Contractor personnel must comply with all installation access, safety, environmental, and security requirements, including specific requirements for Tinker AFB, Hill AFB, and Robins AFB.

• Offerors must provide a compliance matrix, datasheets, facility requirements, software description, cyber/security information, and warranty/support details as part of their proposal submittal.

This document is a Sources Sought Synopsis (SSS) for IUID EQUIPMENT, not a solicitation. Its purpose is to conduct market research to identify responsible sources capable of providing compliant IUID marking systems for asset tracking, traceability, accountability, and logistics operations across multiple Air Force installations.

This notice is relevant to potential bidders as it outlines the government's need for turnkey marking systems. It specifies the types and quantities of equipment required:

• Type A: 3 Clamshell-style enclosed DPM laser marking workstations (or equivalent) for Tinker AFB.
• Type B: 2 Flatbed CO2 laser engraving/cutting systems with labeling support (or equivalent) for Robins AFB.

The procurement will be Firm Fixed-Price, delivered FOB destination, and requires all-inclusive pricing. The attached "Equipment Purchase SOW" contains detailed specifications. Interested parties are requested to respond by identifying their capability, whether items are available through wholesale sources, and to provide company profile information (Small Business Status, NAICS codes, employee count, CAGE code, SAM Unique Entity ID, location, and POC details). Responses are due by 1:00 PM EST on March 2, 2026. The information gathered will inform the government's acquisition strategy.
