Sources Sought Notice

This notice is for informational and planning purposes only and is NOT a request for proposal, quotation, or bid. It aims to identify capable sources and develop acquisition strategies for an upcoming procurement. The government is seeking to determine if this requirement can be set-aside for small businesses or other socioeconomic programs (Small Business, 8(a), HUBZone, WOSB, EDWOSB, SDVOSB).

The National Park Service (NPS) Boston National Historical Park (BOST) requires coordinated maritime services including:

• Vessel mooring
• Underwater inspection
• Fuel tank cleaning and certification
• Marine debris removal
• Repair of public access systems

These services are needed to support historic maritime assets and waterfront infrastructure at the Charlestown Navy Yard, such as museum vessels, floating structures, piers, and public access systems.

Primary assets addressed include:

• USS Cassin Young

• A historic caisson at Pier 2

• A modern barge at Pier 1

• Waterfront areas adjacent to USS Constitution

• Contract Type: Firm Fixed Price

A draft Statement of Work is attached for further details. The synopsis and solicitation, if issued, will be posted on SAM.gov. Potential offerors are responsible for monitoring SAM.gov for updates.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for providing specialized maritime services to support the Boston National Historical Park (BNHP) in managing its historic maritime assets and waterfront infrastructure at the Charlestown Navy Yard.

The contract covers a coordinated suite of services including:

• Vessel mooring
• Underwater hull cleaning and inspection
• Fuel tank cleaning and gas-free certification
• Marine debris removal
• Repair of public access systems

Primary assets addressed include:

• USS Cassin Young

• A historic caisson at Pier 2

• A modern barge at the end of Pier 1

• Waterfront areas adjacent to USS Constitution

• Work hours are Monday through Friday, 7:00 a.m. to 4:30 p.m., unless otherwise authorized.

• All work must be scheduled and coordinated through the Government's Contracting Officer's Representative (COR).

• Site access is subject to Navy security requirements.

• CLIN 010 – Line Handling Services: Inspection and adjustment of mooring lines for USS Cassin Young and the historic caisson. Deliverables include a brief report after each visit documenting service date, adjustments made, and observed conditions. Six scheduled visits and two pre-storm visits annually.

• CLIN 020 – Underwater Hull Cleaning and Inspection (Option 1): Diver-conducted hull cleaning and inspection for USS Cassin Young and a modern barge. Deliverables include a written inspection report.

• CLIN 030 – Fuel Tank Cleaning and Gas-Free Certification (Option 2): Final cleaning and gas-free certification of one fuel tank aboard USS Cassin Young. Deliverables include a cleaning summary, atmospheric testing results, and a gas-free certificate.

• CLIN 040 – Removal and Off-Site Disposal of Abandoned Marine Materials (Option 3): Removal and disposal of camels, dock sections, spill boom, and other floating materials adjacent to USS Constitution. Requires assessment of buoyancy and weight, safe removal, and lawful disposal.

• CLIN 050 – Repair, Modification, and Installation of Government-Furnished Brow and Gangway (Option 4): Inspection, repair, modification, and reinstallation of an aluminum pier brow and gangway for visitor access to USS Cassin Young. Deliverables include an inspection and repair summary and product cut sheets for new equipment.

• CLIN 060 – Targeted Ultrasonic Thickness (UT) Testing (Option 5): Targeted UT testing of the USS Cassin Young's exterior hull by a certified diver. Deliverables include a UT inspection report and annotated hull drawings.

• Compliance with applicable federal, state, and local laws and regulations.

• Coordination with COR for all work and staging.

• Adherence to Navy security requirements.

• Confined space preparation and ventilation for fuel tank cleaning.

• Environmental permits are not anticipated, but contractor is responsible for compliance with laws and regulations, including waste handling and disposal documentation.

This contract excludes structural vessel repairs, pier reconstruction, fabrication of new access systems, environmental remediation beyond incidental cleanup, and work exceeding defined UT reading limits.
