This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Subpart 12.6 and FAR Part 13. The Bureau of Reclamation intends to award a Firm-Fixed Price with Time & Material elements Purchase Order for services described in the Performance Work Statement. This announcement serves as the only solicitation; no separate written solicitation will be issued. The acquisition is a 100% small business set-aside and will be awarded using comparative evaluation.

• Engine and outdrive maintenance for the vessel "Compliance" (40-foot, 1985 Munson H30 Hammerhead with twin Volvo Penta D4-225 engines and DPH-A outdrives).

• Services include routine and corrective maintenance, as well as contingency work.

• Maintenance covers systems integral to engines and outdrives (steering, electrical, hydraulic, fuel, water/air intake, hull structure).

• Specific tasks include various hour-based services (600, 1200, 1500 hours), engine oil changes, fuel filter changes, air filter changes, seawater pump service, anode changes, drive service, cooling system service, and more.

• Use of reclaimed coolant, re-refined oil, and re-manufactured parts is encouraged for "green" products.

• Contract Type: Hybrid (Firm-Fixed Price with Time & Material elements for contingency work).

• Period of Performance: One Base Year (May 1, 2026 - April 30, 2027) and two Option Years (May 1, 2027 - April 30, 2028 and May 1, 2028 - April 30, 2029).

• NAICS Code: 336611 (Ship and Boat Building), Size Standard: 1,300 employees.

• Quotes are due by 10:00am PT on Tuesday, April 21, 2026.

• Quotes must be emailed to Margaret Jones at margaret_jones@ios.doi.gov.

• Vendors must submit Business Information, Price Schedule, and a Technical Proposal.

• Evaluation will be based on price and other factors, including Technical (Experience, Facility Capabilities, Mobile Service, "Green" Products, Parts Availability, Shuttle Service), Past Performance, and Price.

• Award will be made to the responsible offeror whose quote is most advantageous to the Government.

• 100% Small Business Set-Aside.

• Offerors must be registered in the System for Award Management (SAM.gov).

• The solicitation document and incorporated provisions and clauses are effective through Federal Acquisition Circular 2026-01, as of March 13, 2026.

• All work to be performed at the contractor's facility. The vessel will be made available for contractor haul out and/or transportation.

• Condition Found Reports (CFR) and Quotations for Repair are required for contingency work.

Performance Work Statement (PWS)

To maintain the engines and outdrives of the vessel "Compliance" in proper working order through routine and corrective maintenance, ensuring they operate within manufacturer's performance specifications.

• Perform routine and corrective maintenance on the vessel's twin Volvo Penta D4-225 engines and DPH-A outdrives.

• Service includes all systems integral to engine and outdrive operation (steering, electrical, hydraulic, fuel, water intake, air intake, and hull structure).

• Work to be performed at the contractor's facility.

• Maintain engines and drives in proper working order.

• Perform routine maintenance at manufacturer's recommended intervals.

• Perform corrective and contingency work as required.

• Condition Found Reports (CFRs) and Quotations for Repair must meet specified content, format, and medium requirements.

• Vessel to be presented for final inspection in the same or better condition than received.

• Final inspection to occur as scheduled or sooner (95% of the time).

• Period of Performance: One Base Year (April 15, 2026 - April 14, 2027) and two Option Years (April 15, 2027 - April 14, 2029).

• Place of Performance: Contractor's facility. The government will facilitate vessel availability for haul-out or transportation up to 60 miles by water.

• Contract type: Hybrid of Firm-Fixed Price and Time and Materials.

• Security: Contractor responsible for safeguarding government equipment, information, and property.

• Contingency Work: Requires COR/CO approval before commencement and must be performed per manufacturer's specifications.

• Quality Assurance: Performance will be evaluated based on a Quality Assurance Surveillance Plan (QASP), with engine and drive services measured against performance standards and acceptable quality levels.
