Request for Information (RFI) / Sources Sought

This RFI is issued by the Department of the Interior (DOI), Interior Business Center (IBC) for the Air Force Wildland Fire Branch (AFWFB). It is a market research tool to identify potential vendors (large, small, and socioeconomic concerns) with the experience and capabilities to perform maintenance and repair services for the AFWFB's wildland fire management program. This is NOT a solicitation, and proposals or quotes will not be accepted. No payment will be made for information or administrative costs incurred in response to this RFI.

The RFI seeks capability statements, feedback on a draft Performance Work Statement (PWS), and market research information. The primary mission involves conducting prescribed fire and mechanical fuel reduction for ecosystem and hazardous fuels reduction on Air Force lands. This includes ongoing maintenance and repair services for designated equipment, vehicles, and associated items at AFWFB Wildland Support Modules (WSMs).

Respondents are requested to provide:

• Administrative information (business name, contact, UEI/CAGE, NAICS, socio-economic designation, GSA Schedule if applicable).

• Capability statement detailing how they can meet PWS requirements, including recent and relevant experience of similar size and scope. Examples or references of previously completed deliverables are requested.

• Information on novel ideas, industry best practices, and capabilities to meet the Government's requirement.

• Feedback and comments on the attached draft PWS, including recommendations on deliverables, labor categories, grouping of WSMs locations/equipment, and other considerations.

• Recommendations on industry best practices and standard contract types, noting the Government is contemplating Firm Fixed Price (FFP) and/or Labor Hour (LH) contract types.

• Issue Date: March 11, 2026

• Response Due Date: March 18, 2026

• The subject line of the e-mail must read "AFWFB Repair and Maintenance".

• Responses should be in MS Word as editable text. Supporting documents may be in MS Word or Adobe PDF formats.

Vendors of all sizes (large, small, and socioeconomic concerns) are encouraged to respond. The Government is considering multiple contract awards based on contractor location and ability to support geographically dispersed AFWFB WSMs.

Performance Work Statement (PWS)

To provide servicing, maintenance, and repair (including minor and major repairs, overhaul, modification, or refurbishing) of designated vehicles and equipment used by the Air Force Wildland Fire Branch (AFWFB) at various Air Force Installations CONUS. The goal is to keep equipment operating as originally specified by the manufacturer or as approved by the Air Force.

• Preventive Maintenance (PM): Scheduled, proactive maintenance including routine inspections and applicable tasks, performed at least annually, aligned with AFWFB "off seasons".

• Corrective Maintenance (CM): Reactive, unscheduled repairs after equipment failure, including major repairs.

• Services: Includes inspection, testing, component replacement, and disposal of hazardous materials (HAZMAT).

• Parts & Materials: Contractor is responsible for sourcing and providing all necessary parts, fluids, materials, tools, and transportation.

• Personnel: Contractor personnel must be ASE certified (including heavy equipment, diesel, hydraulics, electrical systems if applicable) and possess the necessary skills and training. They must be able to read, write, speak, and comprehend English. Contractor personnel are not Government employees.

• Hazardous Materials: Contractor must comply with all federal, state, and local regulations for handling, storage, and disposal of HAZMAT and HAZWASTE generated during maintenance.

• Reporting: Maintenance Service Reports (MSR) for PM and Corrective Maintenance Service Reports (CSR) for CM are required within 30 days of work completion. Reports must include condition assessment, services performed, parts used, labor hours, costs, and recommendations.

• Response Time: Emergency repairs/CM must be responded to within 24 hours.

• Completion Time: Repairs are expected to be completed within a maximum of 30 days, depending on complexity.

• Period: Base year plus four one-year option periods, and a potential six-month extension.

• Place: Government-owned facilities at AFWFB Module Locations (specified in Attachment A and C).

• Hours: Normal business hours (Monday-Friday, 0700-1600), excluding federal holidays. PM services should align with AFWFB "off seasons" (Attachment D).

• Certifications: Contractor and vendors must be ASE certified.

• Licenses & Insurance: Contractor must obtain all necessary licenses, permits, and insurance.

• Installation Access: Contractor personnel must pass security requirements, background checks, and obtain installation access passes/badges.

• Government Furnished Property (GFP): Government will provide only the vehicles and equipment listed in Attachment B. Contractor is responsible for all parts, materials, and tools.

• Estimates: Written estimates are required for repairs not specified in scheduled PM, requiring COR approval before work begins.

• Shipping: Equipment may be shipped to the contractor's facility with 30 days minimum prior notice.
