Sources Sought Notice

This notice is for market research purposes only and does not constitute a solicitation. The U.S. Department of the Interior, Bureau of Reclamation, is seeking information from qualified contractors capable of performing a major modernization of electrical protection, controls, instrumentation, and station service systems at the Pole Hill Powerplant, located near Loveland, Colorado. Responses will help determine the acquisition strategy, including potential small business set-asides.

This requirement includes upgrades at both the Powerplant and Gatehouse structures. The draft technical specification outlines the following principal components of work:

Powerplant Work:

• Replacement of protective relays, plant controls, control panels, auto-synchronizer, annunciator, meters, instrumentation, and station service equipment.
• Relocation of the station service switchboard to the turbine level.
• Replacement of low-voltage electrical panels and a transformer.

Interested firms are invited to submit a capability statement demonstrating their ability to perform similar work. Responses should address:

• Experience with hydropower facilities, electrical protection & controls modernization, relay replacement, station service upgrades, or comparable work.
• Technical qualifications, including certifications or specialized expertise.
• Past performance on projects involving electrical modernization, SCADA/control systems, or powerplant instrumentation.
• Company information (name, address, UEI/CAGE, business size, points of contact).
• Bonding capacity (single and aggregate).
• Ability to staff on-site work in Western Colorado.

Responses will assist the Government in determining the appropriate acquisition strategy, including small business set-aside possibilities.
