Justification for Sole Source
The EPA determined that PTS Professional Technical Services, Inc. d/b/a EST Analytical is the only organization capable of supporting this requirement. Market research indicates that EST Analytical is the sole source for the necessary maintenance and repair services, as they are the original contractor and only provider of technical support. Awarding to any other source would result in substantial duplication of cost to the government, which is not expected to be recovered through competition.
