Quick Summary

The U.S. Bureau of Reclamation (Reclamation), Lower Colorado Dams Office (LCDO) is conducting market research through a Sources Sought Notice to identify qualified sources for a Door Openings Survey and the supply of Openings Studio software for Davis, Hoover, and Parker Dams. This is not a request for proposals. Responses are due by April 30, 2026, at 4:00 P.M. PT.

Scope of Work

This effort involves a comprehensive inventory of all doors, gates, and specialty access points at Davis Dam (AZ), Hoover Dam (NV), and Parker Dam (CA). The primary goal is to support accurate planning and cost estimation for a future rekeying initiative. Key deliverables include:

  • Documentation of door-opening deficiencies related to hardware installation and operation.
  • Cataloging relevant details for each opening, including photographs and cutsheets.
  • Recording existing lock types and installed locking/latching devices, and access-control components.
  • Ability to produce a complete and actionable cost estimate for a rekeying request.
  • Contractors will perform onsite surveys, document hardware conditions, apply QR tags, and upload data into Openings Studio™, integrated with SimpleK software.
  • This effort specifically excludes the measurement of physical dimensions and precise hardware locations.

Market Research & Set-Aside Focus

The government is assessing the availability and capability of qualified business concerns, including but not limited to Small Business, Small Disadvantaged Business, 8(a), ISBEE, HUBZone, WOSB, EDWOSB, and SDVOSB.
