Statement of Work (SOW) / Performance Work Statement (PWS)

To restore, refinish, and upgrade the exterior, lighting, windows, and interior of two Department of Veterans Affairs (VA) vehicles (Dual Use Vehicle (DUV) 1 and 2) to meet OEM quality standards and operational requirements for emergency management.

• Exterior Body Restoration: Inspect, remove rust, treat surfaces, prime, and paint all designated exterior areas to be rust-free, smooth, uniform in color, and consistent with OEM finishing standards. This includes wheel wells, undercarriage, doors, compartments, roof, seams, and rails. Specific coatings include white epoxy primer, gloss white and black paint with clear coat, roof silicone-based high-temperature coating, matte black high-temperature coating for the front grill, and matte black elastomeric polyurethane coating for bumpers.

• External Light and Reflector Replacement: Replace all external lights (headlights, taillights, reverse lights, marker lights, clearance lights, scene lights, roof strobe) with fully functional LED components of the correct color. Verify full functionality after installation.

• Wiper System Replacement: Replace wiper arms, blades, and washer tubing, verifying proper functionality.

• Window Inspection, Repair, and Tinting: Inspect and repair/replace windshield, front and passenger windows as needed. Clean all windows and wells. Apply the darkest legally permitted ceramic tint (excluding the windshield).
