Sources Sought Announcement

This is a Sources Sought Announcement for comprehensive repair services for VA fleet vehicles to support the Guam VA Clinic. The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 21 is gathering information to determine procurement strategy. No solicitation is currently available.

• Comprehensive repair services for VA fleet vehicles.

• Services are in support of the Guam VA Clinic, part of the VA Pacific Islands Health Care System.

• Applicable NAICS Code: 811111 (General Automotive Repair).

• Small Business Size Standard: $9 Million.

• A draft Statement of Work (SOW) is attached (subject to change).

• Period of Performance (POP): Base year 01/01/2026 – 12/31/2026, plus four one-year option periods.

• Interested contractors must respond via email to parmpreet.pannu@va.gov.

• Response Deadline: No later than 2:00 PM PST on 12/16/2025.

• Contractors must be registered in System for Award Management (SAM) at https://sam.gov/SAM/.

• Responses must address the following questions: a) Company’s Socioeconomic Status. b) SDVOSB/VOSB SBA registration status. c) Company legal name, UEI #, DUNS, and/or CAGE Code. d) Capabilities Statement with similar projects. e) Anticipated Teaming Arrangements. f) Subcontracting plan (if applicable). g) Government contract numbers (GSA/VA/SEWP, etc.). h) Confirmation of understanding applicable wage determination (WD 2015-5693 Revision No. 25 Dated 7-7-25).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive repair and maintenance services for the Veteran’s Affairs Pacific Islands Health Care Systems (VAPIHCS) Guam fleet vehicles, ensuring their operational readiness.

• Provide scheduled and unscheduled maintenance for VA fleet vehicles.

• Services include engine and transmission repairs, electrical and brake system repairs, suspension and steering, HVAC system repairs, inspections, troubleshooting, towing, and parts management.

• The current fleet includes various models such as Nissan Sentra, Jeep Cherokee, Chevrolet Colorado, Ford Escape, Jeep Grand Cherokee, and Dodge RamCV buses.

• All repairs must meet or exceed industry standards and Original Equipment Manufacturer (OEM) specifications.

• Parts orders must be submitted within two (2) business days of CO approval, with confirmation of order and estimated delivery dates provided to the COR.

• Services are subject to inspection and approval by VA representatives.

• Personnel must possess appropriate certifications, training, and a minimum of three years of relevant experience.

• Required documentation for each service includes: service reports, parts & labor estimates, expected timelines, completed inspection lists, invoices, and delivery tickets.

• A minimum 12-month or 12,000-mile warranty (whichever comes first) is required for all replacement parts and associated labor, unless a longer manufacturer warranty applies.

• Repairs, maintenance, and towing requests must be responded to within 24 hours.

• Services are available Monday through Friday, 8:00 AM to 5:00 PM, excluding federal holidays.

• The period of performance for the Blanket Purchase Agreement (BPA) is from 10/1/2025 to 9/30/2026, with potential for four (4) one-year extensions based on performance.

• Response time for service requests: within 24 hours.

• Service availability: Monday-Friday, 8:00 AM - 5:00 PM (excluding federal holidays).

• Warranty: Minimum 12 months/12,000 miles on parts and labor.

• Personnel: Certified and experienced technicians.
