Purpose of Sources Sought

This modification to 36C77626Q0039 solicits feedback from small businesses regarding their capability and capacity to complete various Elevator Modernization sites. Scope of Work

The VA is planning a nationwide initiative to modernize approximately 800 traction and hydraulic elevators across 120 VA Medical Centers. The scope involves turnkey modernization, including all labor, supervision, materials, parts, equipment, tools, transportation, rigging, disposal, cleanup, documentation, manuals, diagnostic tools, programming codes, and training for VA operations staff. A key requirement is the use of non-proprietary controllers, drives, door operators, and diagnostic tools. Firms should review the DRAFT Table of Elevators for Modernization Master List (Attachment 01) and identify specific sites they intend to propose on, considering their capabilities, bonding capacity, and ability to comply with subcontracting limitations. The Government intends to require 100% performance and payment bonds for awarded sites.

Submission Requirements

Responses must be submitted as a single PDF document (<=5MB) to leslie.prather@va.gov and scott.elias@va.gov. The cover page must include:

  • Sources Sought Number and Project title The email subject line should also include the Sources Sought number and project title. If not previously submitted, a completed Elevator Modernization Vendor Questionnaire (Attachment 02) is required as a separate attachment.

Anticipated Future Contract Details

While this is a Sources Sought, the VA anticipates a future Firm Fixed-Price contract, potentially utilizing a Two-Step Sealed Bidding process under FAR Part 12 and FAR 14.211. The primary NAICS code under consideration is 238290 (Other Building Equipment Contractors) with a $22 million size standard. A solicitation is anticipated for early to mid-February 2026.
