This document provides responses to contractor questions regarding Solicitation #36C77626B0007, "Elevator Modernization Nationwide Initiative."

• Site Surveys & Pricing: Site visits will be scheduled after acceptable technical proposals are submitted in Step One. Pricing should be based on the documents issued, with site visits occurring before Step Two bid opening.

• Offeror Entity: A single corporate Offeror entity must submit its Step One Technical Proposal. The Unique Entity Identifier (UEI) used for Step One must be identical to the UEI used for the Step Two bid opening. All required bid submission documents must be for the UEI found acceptable in Step One.

• Locations & Scope: Specific locations and elevators are detailed in Attachment 06_ALL CLINs - Master Spreadsheet. Maintenance requirements are in Attachment 02_ALL CLINs - Specifications.

• Licensing: Offerors must provide a state-issued elevator contractor license/certification that allows for elevator repair, servicing, and replacement. This license must be active and in the Offeror's name. Only one state license is required, and it does not need to be for the state where work is performed.

• General Contractor Licensing: A licensed General Contractor may submit a proposal if they hold a General Contractor license in the relevant state(s), have experience with similar projects, and subcontract elevator-specific work to licensed and qualified elevator subcontractors. The required license must still be in the General Contractor's name.

• Past Performance: Previously completed Past Performance Questionnaires (PPQs) may be submitted if they meet all requirements stated in Factor 3 of the solicitation.

• The VA does not anticipate extending the Step One proposal due date. Any extension will be posted to SAM.gov.

• Site visit schedules will be released to offerors who submit acceptable technical proposals in Step One.

• Clarifications confirm the process for entity identification, licensing, and the use of attachments for location and specification details.

Amendment / Modification

• This amendment provides Attachment 10 – ALL CLINs – Step 1 Tech Questions Tracker, which contains the VA's responses to technical questions received to date.

• An updated version of Attachment 10 may be posted if additional questions are received before the technical questions due date.

• Attachment 10 (ALL CLINs – Step 1 Tech Questions Tracker) is provided.

• The due date and time for receipt of technical proposals remain unchanged.

• All other terms and conditions of the original solicitation remain unchanged.

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform complete turnkey elevator modernization work at Department of Veterans Affairs (VA) medical centers and facilities nationwide. This includes hydraulic elevators, traction elevators, and related systems, ensuring fully functional, code-compliant, and non-proprietary elevator systems.

• General: Furnish all labor, materials, equipment, tools, transportation, supervision, and services.

• Modernization: Includes new geared/gearless machines, deflector sheaves, hoist ropes, rope compensation, governors, safeties, and overspeed protections for traction elevators. For hydraulic elevators, includes new pumps, motors, valves, and systems. New PVC lining and cylinder/plunger assemblies for single-walled casings.

• Components: Provide new stopping devices, workman's lights, outlets, cartop operating devices, leveling devices, landing units, emergency stop switches, main/auxiliary operating panels, hall fixtures, car position indicators, audio voice systems, auto-dialers, 2-way communications, car guides, corridor operating devices, and hoistway access switches.

• Reuse/Refurbish: Counterweights, buffers, guide rails, brackets, car frames, and car platforms are to be cleaned, inspected, and reused where applicable. Hoistway entrance frames are to be refinished. Stainless steel hoistway doors on Passenger Elevators are to be retained and refurbished unless determined otherwise. Non-stainless doors and all Service Elevator hoistway doors are to be replaced.

• Coordination: Integration with Fire Alarm, Electrical, Mechanical, Plumbing, and Low Voltage/Technology Systems is required.

• Rigging & Disposal: Contractor is responsible for rigging, demolition, and disposal of existing components.

• VA Master Specifications for elevators and related trades (Divisions 01, 07, 09, 14).

• Latest editions of ASME A17.1, A17.2, A17.3, A17.4, A17.5, A17.6, A18.1 (2022 latest version), NFPA 13, 70, 72, 101, 252, International Building Code (IBC), ANSI/ASME QEI-1, ASSE A10.4, VA Master Construction Specifications PG 18-1 Division 14, VA Barrier Free Design Standard PG-18-13, VA Seismic Design Handbook H-18-8, and NEII-1.

• NFPA 101 and its referenced documents take precedence over IBC where conflicts exist, with the more stringent requirement governing.

• Elevator modernization must be code-compliant.

• Non-proprietary control systems are required, allowing full access to diagnostic and operational features for third-party maintenance.

• QEI inspections will be arranged by VA; contractor cooperation is required.

• Nationwide at Department of Veterans Affairs (VA) medical centers and facilities.

• Lead-Based Paint: Perform lead-based paint test prior to welding or cleaning guide rails/buffers in older buildings. Use appropriate cleaning procedures.

• Design Responsibility: Engage a Professional Engineer (PE) for modifications to structural, plumbing, electrical, or fire protection systems. Limited-scope, engineer-sealed drawings are required where necessary.

• Contractor Qualifications: Must meet or exceed qualifications described in Division 14 specifications.

• Deliverables: O&M manuals (electronic), programming/diagnostic tools, keys, codes, training for VA staff, one-year warranty documentation, and all submittals/certifications.

This document is a Past Performance Questionnaire (PPQ) intended to gather feedback on an offeror's past performance. It is to be completed by a client or evaluator and submitted as part of the offeror's proposal. The PPQ helps the government assess the company's ability to perform the work described in the solicitation.

• Contractor Information: Details about the offeror being evaluated, including name, address, point of contact, and information about the specific contract being referenced (title, number, type, location, dates, price).
• Project Description: A section for the contractor to describe the scope of the project performed.
• Relevance to Project of Submission: A field for the contractor to explain how the past project is relevant to the current opportunity.
• Evaluator Information: Details about the person completing the questionnaire, including name, position, address, and role in the project.
• Performance Ratings: Evaluators rate the contractor's performance in areas such as Quality, Schedule/Timeliness, Communication, Management/Personnel/Labor, Cost/Financial Management, and Subcontract Management using adjectival ratings (Outstanding, Above Average, Satisfactory, Unsatisfactory, Not Applicable).
• Summary: A section for the evaluator to provide an overall rating and indicate if they would hire the firm again.
• Additional Comments: Open space for further remarks.
• Adjectival Ratings Definitions: A page defining the criteria for each rating level.

Offerors must ensure this questionnaire is completed accurately and submitted by the deadline specified in the solicitation. The completed PPQ contributes to the proposal's page count and is crucial for the government's evaluation of past performance. The questions guide the evaluator to provide specific feedback on the contractor's ability to meet contractual requirements, manage projects, and communicate effectively.

This document is the VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction (JAN 2023)(DEVIATION). It requires offerors to certify their compliance with subcontracting limitations.

• Services: For service contracts (except construction), the contractor must not pay more than 50% of the contract amount to firms that are not certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs).
• General Construction: For general construction contracts, the contractor must not pay more than 85% of the contract amount to firms that are not certified SDVOSBs or VOSBs.
• Special Trade Construction: For special trade construction contracts, the contractor must not pay more than 75% of the contract amount to firms that are not certified SDVOSBs or VOSBs.
• Certification: Offerors must complete, sign, and return this certification with their bid, quotation, or proposal. Failure to provide this certification will result in the offer being deemed ineligible for evaluation and award.
• Cooperation: Offerors agree to cooperate with the VA and provide necessary documents to demonstrate compliance with subcontracting limitations.

Solicitation / RFP / RFQ

This solicitation is an Invitation for Bids (IFB) for elevator modernization services at various Department of Veterans Affairs (VA) facilities. The acquisition uses a two-step sealed bidding process, requiring technical proposals in Step One and pricing in Step Two. Multiple awards are anticipated.

The core requirement is the complete modernization of elevators at numerous VA facilities. This includes furnishing all labor, materials, equipment, tools, supervision, and services necessary for the modernization. Deliverables include providing all documentation, manuals, diagnostic tools, programming codes, and training for VA operations staff. Modernization work encompasses hydraulic and traction elevators, related systems, and ensuring systems are fully functional, code-compliant, and non-proprietary.

• The contract type is Firm-Fixed-Price.

• The period of performance begins upon award for all CLINs.

• There are 101 Contract Line Items (CLINs), each representing a distinct project site.

• Step One: Submission of technical proposals is required by May 20, 2026, 14:00 EDT, via email. Technical proposals will be evaluated for Acceptability based on Qualifications, Project Experience, and Past Performance. Pricing is not evaluated in Step One.

• Step Two: Only offerors with acceptable technical proposals will proceed to Step Two for bid submission. Awards will be made to the lowest responsive bidder based on price for each CLIN.

• Bids must be firm fixed price and submitted in whole dollar values.

• Site visits will be scheduled for each Item Number/CLIN.

• Technical questions have a cut-off date of May 13, 2026, 14:00 EDT.

• CLINs 0001-0013: Set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns only. Bids from non-SDVOSBs will not be considered. Offerors must be certified by the SBA and listed in the SBA database.

• CLINs 0014-0101: Unrestricted, full and open competition. Large businesses must submit a Small Business Subcontracting Plan within 7 calendar days of award.

• Offerors may bid on one, some, or all CLINs for which they are eligible.

• Bidders must submit a lump sum price for each CLIN bid on.

• Payment and Performance Bonds will be required upon award.

• Contractors must be registered in the System for Award Management (SAM).
