This Performance Work Statement (PWS) outlines the requirements for the full restoration, installation, and configuration of missing or damaged information technology infrastructure devices at the Michael E. DeBakey VA Medical Center. The goal is to ensure fully operational, standards-compliant infrastructure capable of supporting clinical operations, administrative functions, security systems, and enterprise network services.

• Provide all labor, materials, equipment, tools, and services necessary to restore full functionality of IT infrastructure.

• Evaluate current infrastructure, identify missing/damaged/noncompliant devices, and perform hardware replacement and restoration.

• Install new devices according to OEM specifications, ensuring compatibility with existing topology and VA standards.

• Configure and align hardware and software, including loading OEM-supported operating systems and firmware, applying VA configurations, and integrating devices into monitoring tools.

• Restore structured cabling, including identifying damaged cables, replacing with TIA-standard compliant cabling, re-terminating, testing, and certifying.

• Expand infrastructure capacity in required areas, including nurse stations, waiting rooms, inpatient units, and high-dependency departments (Mental Health, Emergency Department).

• Integrate restored infrastructure with supported VA systems such as Active Directory, NAC, wireless controllers, firewall rule sets, SIEM/SOC, DHCP, DNS, NTP, and certificate services.

• Network device operational status: 100% online and reachable.

• Port-level functionality: ≥ 98% pass rate for data, PoE, and negotiated link speeds.

• Wireless testing: ≥ 95% coverage success in validated areas.

• Cable compliance: 100% pass rate on certification tests.

• Device uptime baseline: ≥ 99% infrastructure availability after 30-day stabilization.

• Documentation accuracy: 100% of devices labeled, mapped, and included in as-built package.

• Standard hours of performance are Monday-Friday 8:00 AM – 6:00 PM CST, excluding federal holidays.

• Work is to be performed at the Michael E. DeBakey VA Medical Center.

• Contractor must comply with all OEM hardware/software requirements and maintain authorized access to OEM tools and documentation.

• Work must conform to applicable Federal, State, and Local requirements, including AAMI, JCAHO, NFPA-99, CDRH, AHA, IEEE, UL, OSHA, CAP, and VAMC SOPs.

• Personnel must be OEM-certified by Centrak with ≥ 2 years of RTLS experience.

• Contractor shall be liable for losses in operational capability due to significant system downtime caused by performance issues.

• Contractor must comply with VA privacy and security regulations regarding access to systems and handling of data.
