Quick Summary
The Department of Veterans Affairs (VA), specifically the NETWORK CONTRACT OFFICE 23 (36C263), has published a Notice of Intent to award a sole source, firm fixed-price contract for HVAC maintenance and operations of existing Schneider Electric EcoStruxure systems at the Omaha VA Medical Center, NE. The proposed contractor is Control Services, Inc., located in Omaha, NE. This notice is published under FAR 5.101(a)(1), with the justification for sole source under 41 U.S.C. 3304(a)(1) and FAR 6.302-1. Capability statements from interested vendors are due by April 6, 2026.
Scope of Work
The requirement is for comprehensive HVAC maintenance and operations services for the existing Andover/Schneider Electric EcoStruxure systems at the Omaha VA Medical Center. This includes full lifecycle support such as engineering, programming, installation, commissioning, integration, and follow-on services.
Contract Details
- Contract Type: Notice of Intent for a Sole Source, Firm Fixed Price contract

- Authority: 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1 (Only one source)
- NAICS Code: 238220 (Plumbing, Heating, and Air-Conditioning Contractors)
- PSC Code: J041 (Maintenance, Repair, and Rebuilding of Equipment)
- Set-Aside: None (Sole Source)

Justification for Sole Source
Market research indicates that Control Services, Inc. is the only factory-authorized ExoXpert partner within Nebraska, Western Iowa, and Southern South Dakota with certified personnel for full lifecycle support of Schneider Electric EcoStruxure systems. Using any non-authorized contractor would result in the loss of manufacturer support, invalidation of warranties, and increased risk to system performance and integration.
Submission & Evaluation
This is not a request for competitive quotes. However, interested vendors who believe they can satisfy the requirement may submit a capability statement. This statement must include documentation from Schneider Electric confirming their authorization as a factory-authorized Schneider Electric EcoStruxure partner. Submissions will be reviewed solely to determine if the requirement should be competed. The decision to compete remains at the Government's discretion.
Additional Notes
Email capability statements and supporting documentation to Doug Reed and amanda.patterson-elliott@va.gov. The subject line must be: "Response - HVAC Maintenance Schneider Electric EcoStruxure". No phone calls will be accepted.
