To provide weekly servicing, maintaining, programming, and commissioning of the Johnson Controls Metasys Building Management System (BMS) at the VA Southern Nevada Health Care System (VASNHCS). The system monitors and controls critical equipment, including Life Safety equipment.
Furnish and conduct weekly servicing, maintaining, programming, and commissioning of the BMS.
Provide data points or checklists weekly to the Energy Plant supervisor.
Provide all labor, tools, supervision, and equipment necessary for the service contract.
Parts for repairs will be purchased using Government Purchase Card (GPC) or a separate contract, with COR approval required before repairs begin.
Service locations include VA Hospital Buildings #1, #5, #6, Fisher House Building #7, and Central Energy Plant facilities (Buildings #2, #3, #4).
Technicians must be experienced and certified on the JCI Metasys system.
Technicians must have Senior or Master Level Technician Title.
Computer equipment/software must be compatible with Johnson Control systems.
Provide equipment/system points listing and a service/calibration schedule.
Coordinate system schedules and substitute materials for critical equipment testing/calibration to prevent interruptions.
Must have local access to JCI factory authorized parts.
Provide 24-hour technical support.
Respond to initial service calls within 2 hours and trouble calls within 4 hours.
Provide JCI Factory Training Certification or equivalent to instruct VA technicians on Metasys system components and checks.
Supply a technician for 20 standard working days per month (8 hours/day, 7:00 am - 4:00 pm, Monday-Friday, excluding holidays).
Monitor VA mechanical technicians on building automation activities and complete required documentation.
Perform preventive maintenance including verifying sequences of operation, checking alarms, performing standard back-ups, and minor BMS graphics updates.
Create and provide a complete equipment/system point list.
Develop a calibration schedule prioritizing critical areas.
Provide annual Metasys software subscription and perform upgrades.
Provide comprehensive operator training for ten (10) VA employees annually.
Perform Bi-Annual Verification of Calibration for 17 Temp & Humidity sensors and 17 Room Pressure Monitors (all work to be performed off-hours).
Provide Certified TAB Report.
Place of Performance: Department of Veteran Affairs Medical Center, 6900 North Pecos Road, North Las Vegas, NV 89086.
Work hours: Monday-Friday, 7:00 am to 4:00 pm. After-hours work in Building #2 Central Energy Plant and VA Hospital coordinated with Energy Plant Utility Operators (24/7 availability).
Contractor must maintain a service organization within a 50-mile radius of the Veteran's Hospital.
All services confirmed and approved by the Energy Plant Supervisor or designee.
Contractor is responsible for compliance with all VA, local, state, and Federal environmental/occupational safety laws, rules, and regulations, including OSHA and VA guidelines.
Contractor employees must wear distinctive clothing, uniforms, badges, or patches, and follow VA dress guidelines.
Contractor personnel must be cognizant of VA's sexual harassment and drug-free workplace policies.
All contractor personnel must check in and out with VA Police dispatch.
Only services specified are authorized; additional services require Contracting Officer approval.
VA will not furnish parts or test equipment; contractor must provide their own.
Contractor shall not accept instructions from anyone other than the Contracting Officer or designated COR.
Government reserves the right to accept or reject Contractor's staff.
Contractor must provide a Lead Technician with documented experience in large-scale projects.
Contractor must maintain personal liability and property damage insurance.
Contractor must comply with VA safety standards, manufacturers/industry standards, FDA, OSHA, JCAHO, and NFPA-99.
Contractor must comply with Federal and State Workers Compensation and liability insurance requirements.
Smoking is not permitted within or around the VA, except in designated areas.
Contractor personnel shall follow applicable facility policies concerning fire/disaster programs.
Possession of weapons is prohibited.
Contractor personnel to park only in designated areas; VA will not validate parking.
Overtime and/or holiday pay is the sole responsibility of the Contractor.
Contractor is not required to provide service on National Holidays and will not be paid for them.
Payments made in arrears upon invoice submission via OB10 website.
Contractor must ensure Record Management compliance with NARA requirements.
Contractor and personnel are subject to Federal laws, regulations, standards, and VA policies regarding information and information system security (FISMA, NIST, etc.).
Contractor/subcontractor must request access to VA information systems only as necessary.
Contractor/subcontractor personnel are subject to background investigations.
Contractor/subcontractor must notify COR of employee reassignment or departure.
Information made available or developed under the contract is for contract purposes only and cannot be used otherwise without prior written VA agreement.
VA information should not be co-mingled with other data.
Contractor/subcontractor must not destroy information received from VA without prior written approval.
Contractor/subcontractor must comply with applicable Federal and VA confidentiality and security laws, regulations, and policies.
Contractor/subcontractor shall not make copies of VA information except as authorized.
Contractor must comply with HIPAA requirements for patient privacy and confidentiality.
Contractor must immediately notify COR of any security incident or unauthorized disclosure of sensitive information.
Contractor is liable to VA for liquidated damages in the event of a data breach or privacy incident.
Contractor must cooperate with VA in any civil litigation to recover VA information or obtain compensation.
Security controls and privacy practices are subject to evaluation by VA and the Office of Inspector General.
Contractor employees requiring access to VA information must complete annual privacy training.
Contractor must comply with all applicable records management laws and regulations (NARA, Privacy Act, etc.).
Contractor must prevent alienation or unauthorized destruction of records.
Contractor must immediately notify the Contracting Officer (CO) upon discovery of any inadvertent or unauthorized disclosures of information.
Contractor shall only use Government IT equipment for purposes authorized by the contract.
Contractor shall not create or maintain non-public VASNHS information not authorized by the contract.
VASNHS owns the rights to all data and records produced under the contract.
Contractor employees must take VHA-provided records management training.
Contractor must incorporate contract terms and requirements into all subcontracts.
Contractor employees must comply with VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols (documentation of vaccination or negative test results).
Contractor employees are subject to daily screening for COVID-19 and may be denied entry if they fail screening protocols.
Contractor must notify COR/Contracting Officer if contract performance is jeopardized due to employee entry denial.
For indefinite delivery contracts, contractor agrees to comply with FAR 52.232-99 and VHA Supplemental Contract Requirements for task or delivery orders issued prior to modification when performance has commenced.
