Statement of Work (SOW) / Performance Work Statement (PWS)

To modernize the Metasys Building Automation System (BAS) infrastructure at the Las Vegas VA Medical Center (LVVAMC) and deploy a fully integrated operational intelligence platform. This modernization aims to transition from reactive monitoring to predictive, analytics-driven infrastructure intelligence technology, ensuring uninterrupted clinical operations.

This PWS outlines the contractor's responsibilities for providing labor, materials, engineering, software, hardware, commissioning, training, and documentation. Key areas include:

• BAS Supervisory Modernization: Upgrading the existing Metasys system.

• Graphics and Database Reconstruction: Rebuilding the user interface and database.

• AI-Enabled Analytics Platform Deployment: Implementing a platform for continuous commissioning, anomaly detection, degradation modeling, and engineering dashboards.

• Instrumentation and Data Acquisition: Evaluating and deploying additional metering and sensing devices (e.g., BTU meters, flow meters, pressure transmitters) to support analytics.

• Comprehensive Energy and Water Intelligence: Providing detailed analytics for steam, cooling towers, chilled water plants, hydronic systems, and water accountability.

• Fuel Analytics: Tracking fuel usage for dual-fuel boilers and emergency generators, including inventory and environmental compliance.

• Cross-System Intelligence: Analyzing water-energy nexus, simultaneous heating/cooling, and control loop conflicts.

• Vendor Independence and Data Portability: Ensuring all data is exportable in non-proprietary formats.

• Knowledge Transfer and Engineering Enablement: Training facility staff for operational autonomy.

• Scalability and Future Expansion: Designing the architecture to support future growth.

• Place of Performance: Department of Veteran Affairs Medical Center, 6900 North Pecos Road, North Las Vegas, NV 89086.

• Hours of Work: Normal hours are Monday to Friday, 7:30 am to 4 pm. After-hours work will be coordinated with Energy Plant Utility Operators.

• Instrumentation Cost Responsibility: All instrumentation required for analytics functionality must be included in the base proposal.

• Contractor Liability: The contractor is responsible for any damages caused to Government property during installation.

• Healthcare Environment: Work must be performed with minimal disruption to patient care and life safety operations. Patient care takes precedence over installation schedules.

• Security: Personnel must comply with all applicable Federal, VA, and NIST security standards. Background checks and I.D. badges are required.

• Data Management: Compliance with all records management laws and regulations is mandatory.

• Qualifications: Work must be performed by qualified, certified, and licensed personnel.

• Acceptance Criteria: Acceptance is based on demonstrated analytics performance, engineering usability, documentation completeness, and system stability.

Notice of Intent to Sole Source

This document serves as a Notice of Intent to award a sole-source contract for commercial items to Johnson Controls, Inc. The Department of Veterans Affairs, Network Contracting Office (NCO) 21, intends to procure upgrades to the Metasys Building Management System. The government believes Johnson Controls, Inc. is the only responsible source capable of meeting this requirement.

• Upgrades to the Metasys Building Management System.

• Services will consist of a one-year contract.

• The anticipated contract type is firm-fixed-price.

• Interested parties must submit a capability statement to Timothy.Smith9de3@va.gov no later than 3:00 PM PST on April 20, 2026.

• Responses should reference solicitation number 36C26126Q0596, Notice of Intent in the subject line.

• A determination to compete the requirement will be based on responses received and is at the sole discretion of the Government.

• Verbal and facsimile responses are not acceptable.

• This is a sole-source announcement; however, interested parties can submit capability statements.

• All interested parties must be registered with the System for Award Management (SAM) at https://sam.gov/SAM/ to be eligible for award.

• This notice constitutes the only notice of intent to sole source and synopsis of proposed action.
