Purpose

This Sources Sought is for market research to inform future acquisition decisions and identify potential sources capable of providing the described services. It does not obligate the Government to award a contract.

Scope of Work

The contractor shall provide comprehensive service, preventative maintenance, and annual software renewal for the Delta/EnteliWEB control system. This includes resolving VA-identified issues and replacing existing control components (e.g., VFDs, UPSs, pressure sensor monitors, actuators, peripheral equipment) to integrate successfully into the existing Delta Controls BAS. The effort involves retrofitting and integrating Delta Controls BAS in various buildings (Bldg 70, 107, 160, 162, Main Chiller Plant, B-Courtyard Chilled Water Pump Station) and replacing legacy METASYS, DISTECH, Niagara, Siebe/Invensys, and Alerton/Honeywell systems with Delta Controls. On-site training for VA personnel on system operation and maintenance is also required. Emergency repair services will be handled via unpriced CLINs requiring prior approval.

Key Requirements

  • Contractor Qualifications: Must possess a valid and current certification from Delta Technical Training Institute (TTI). Programming, testing, installation, inspection, and certification must be performed by certified personnel.
  • Software & System Compatibility: EnteliWEB software must be approved/authorized on the VA TRM website, support SAML 2.0 SSO (preferred) or LDAP, and offer alert communications, scheduled reports, and web-based access. The contractor's server must be compatible with VA systems, capable of 24x7x365 monitoring, and operate on an approved SDIA FMS VLAN.
  • Security Compliance: Adherence to Federal laws, VA Directives, FIPS 140-2, annual security/privacy training, encryption of sensitive information, and immediate notification of security incidents.
  • Deliverables: Standardized naming, device relocation/programming/installation, notification alarm system updates, and facility mapping for the software.
