Quick Summary
The Department of Veterans Affairs (VA), specifically the South Texas Veterans Health Care System (STVHCS) at Audie L. Murphy VA Medical Center, is soliciting quotations for Non-Destructive Testing (NDT) of Steam and Chill Water Lines. This Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside opportunity requires inspection services to assess the integrity of the hospital's piping system. Offers are due by March 13, 2026, at 10:00 AM CST.
Scope of Work
The contractor will perform NDT on approximately 1,200 feet of piping, inspecting every third fitting within 300-foot sections. Key tasks include removing and reinstalling jacketing and insulation, conducting external visual inspections for damage and corrosion, and performing Pit Gauge readings where pitting is identified. For piping greater than 10 inches, additional ID and OD readings are required, with specific attention to the 8-5 o'clock position. Shear wave scans will be performed at exposed brackets and butt welds, and temperature readings recorded. The contractor must notify the Contracting Officer's Representative (COR) if 30% wall loss is reached and provide Safety Data Sheets (SDS) before commencing services. Contractors must possess in-depth knowledge of integrity assessments for chill and steam water lines, complete STVHCS Infection Control training, and be knowledgeable in NFPA, NEC, Life Safety Code, and OSHA standards (OSHA 10 or 30 sufficient). Daily reporting to the STVHCS Maintenance and Operations Section Shop is required, followed by a completion report.
