This amendment modifies solicitation 36C25726Q0281 with the following changes:

• Technical Questions Due Date: Extended from 12 PM CST on 02/13/2026 to 12 PM CST on 02/25/2026.
• Quotations Due Date: Extended from 10 AM CST on 02/17/2026 to 10 AM CST on 03/06/2026.
• Site Visit Established: A site visit has been scheduled for Wednesday, 02/18/2026, at 10 AM CST. The meeting point is the front entrance lobby at 7400 Merton Minter Blvd, San Antonio, TX 78229. The POC is Salinas Arnoldo.

• Item 11 (Amendments of Solicitations) indicates the extension of the offer receipt date.

The proposal submission deadline (quotations due date) has been extended to March 6, 2026. The deadline for technical questions has also been extended.

Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) for Non-Destructive Testing (NDT) of the hospital piping system at the South Texas Veterans Health Care System (STVHCS). The work involves assessing the chill water lines and steam lines at Audie L. Murphy VA Hospital to determine their integrity.

• Perform NDT of approximately 1,200ft of piping, inspecting every 3rd fitting in 300ft.

• Remove and reinstall jacketing and insulation, reusing existing materials.

• Conduct external visual inspection for damaged insulation and corrosion.

• Perform Pit Gauge readings where OD pitting is identified, with a minimum of four directional readings per location.

• For piping greater than 10 inches, additional ID and OD readings are required, with special attention to the 8-5 o'clock position.

• Mark all reading locations.

• Perform shear wave scans at exposed brackets and butt welds.

• Record temperature readings at locations where other readings are taken.

• Notify the COR if 30% wall loss threshold is reached.

• Provide Safety Data Sheets prior to commencing services.

• Contractor must have in-depth knowledge of integrity assessments on chill and steam water lines.

• Contractor must complete STVHCS Infection Control class.

• Contractor must have knowledge of NFPA, NEC, and Life Safety Code; OSHA 10 or OSHA 30 is sufficient.

• Contractor shall report daily to the STVHCS Maintenance and Operations Section Shop.

• Submit a report of completion.

• Period of Performance: Within 30 days of contract award.

• Work primarily performed Monday-Friday, 0700-1600, unless otherwise required.

• No work on federal holidays without COR consent.

• Offers are due by 02-17-2026, 10:00 AM CST.

• Technical questions are due by 02-13-2025, 12:00 PM CST.
