Key deliverables involve developing and submitting a work plan, safety plan, and schedule; performing boiler boil-out (chemical cleaning) and pressure testing; and recommissioning boilers, including tuning and testing on natural gas and fuel oil. The contractor must also test all affected level controls and boiler safeties per VHA Safety Device Testing Manual, provide a minimum five-year warranty on all welds and rolls, and properly dispose of all removed materials and waste. Compliance with VHA Directive 1192 (influenza vaccination/masking for HCP), facility requirements (drug-free, weapon-free), and a Special Agreement Check (SAC) for personnel background investigations are mandatory.
