This solicitation is for Boiler Retubing Services for the Department of Veterans Affairs (VA) Illiana Health Care System in Danville, IL. The contract will involve providing all necessary personnel, labor, equipment, tools, materials, and supervision to completely re-tube nine boilers.

• Re-tubing of 2 Cleaver Brooks 4WG-200-150-15ST boilers.

• Re-tubing of 1 Cleaver Brooks 4WG-200-125-15ST boiler.

• Re-tubing of 6 Cleaver Brooks 4WG-200-100-15ST boilers.

• All repairs and materials must meet or exceed original specifications.

• Development and submission of a work plan, safety plan, and schedule.

• Boiler boil-out (chemical cleaning) and pressure testing.

• Recommissioning of boilers, including tuning and testing on natural gas and fuel oil.

• Testing of all affected level controls and boiler safeties per VHA Safety Device Testing Manual.

• Warranty of all welds and rolls for a minimum of five (5) years.

• Proper disposal of all removed materials and waste.

• Compliance with VHA Directive 1192 (influenza vaccination/masking for HCP).

• Compliance with facility requirements, including drug-free and weapon-free policies.

• Contractor personnel must undergo a Special Agreement Check (SAC) for background investigation.

• Adherence to all VA rules and regulations, including records management policies.

• Period of Performance: Base period from June 1, 2026, to September 30, 2026. Work to begin no later than 30 days from award, and all work to be completed no later than 90 days from award.

• Quotes Due: See Block 8 of SF 1449 or most recent Amendment.

• Submission Method: Email to derrick.paquette@va.gov. Responses exceeding 7MB must be split into multiple emails.

• Required Submittals: Completed SF 1449, Price Schedule, welder qualifications, welding details, proof of qualified technicians, experience narrative (3+ years), familiarity with specified codes/manuals, and proof of current liability insurance.

• Acquisition is Unrestricted (See Block 10 of SF 1449).

• Service Contract Labor Standards Apply.

• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-4, and 52.212-5.
