Purpose & Scope of Work

This Sources Sought notice seeks to identify potential sources capable of performing a service contract to remove and replace approximately 752 bolt sets (5,216 individual bolts) across Buildings A, B, and C. The work specifically targets high pressure steam (HPS), medium pressure steam (MPS) PRV stations, condensate return, hot water supply (HHW-S) and return (HHW-R), domestic hot water (DHW), and boiler feedwater pumps, with pipe sizes ranging from 1 inch to 12 inches.

The scope includes comprehensive tasks such as insulation removal and restoration, cleaning of surfaces, minor thread chasing, application of anti-seize compound, torque verification, photo documentation, quality control, and site cleanup. All work must strictly comply with applicable codes including ASME PCC-1, PCC-2, B16.5, B31.1, ASTM standards, OSHA, and VHA directives. The contractor must utilize the single-stud sequential replacement (hot bolting) method per ASME PCC-2, Article 3.11.

Contract Details & Requirements

This is a Sources Sought notice for market research purposes only and is not a solicitation. The government is gathering information on potential sources under NAICS Code 238220 (Plumbing, Heating, and Air Conditioning Contractors) with a size standard of $19 million. No set-aside is specified at this market research stage.

The successful contractor will be required to provide certified mill test reports (MTRs) for all fastener material, adhere to specific torque values, and maintain a bolt replacement log, pre- and post-replacement photographs, and weekly progress reports. A final closeout package including all documentation is required.

Contractor personnel must possess PIV credentials, and the contractor must submit a site-specific safety plan and ICRA assessment. Required experience includes a minimum of 5 years with industrial steam/hot water systems, 3 years in healthcare facilities, and 2 similar completed projects. Lead technicians must have pipefitter/steamfitter certification, and the on-site supervisor must have ASME PCC-1 training. A 1-year warranty on all work is required.
