Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial products and services to replace a failed C-2 heat exchanger and related components in Building 1 at the White River Junction VA Medical Center (VAMC), VT. The work involves replacing the heat exchanger, associated piping, and equipment to ensure the proper functioning of the HVAC system providing filtered fresh air to patient areas.

• Removal and disposal of the existing C-2 heat exchanger, air separator, and flash tank.

• Removal and disposal of non-compliant or non-serviceable piping, pipe connections, and valves (threaded fittings are not permitted).

• Removal and salvage of two circulator pumps for reinstallation.

• Installation of new heat exchanger, air separator with auto vent, and flash tank.

• Reinstallation of circulator pumps, ideally at the same horizontal level.

• Installation of new piping and fittings, and insulation of new equipment and piping.

• Functional testing, startup of the system, and adherence to Infection Control Risk Assessment (ICRA) measures.

• Contractor must employ licensed pipefitters and qualified technicians with relevant experience.

• Submittals must be reviewed and approved by the VA prior to work commencement.

• Contractor is responsible for all construction debris removal.

• Period of Performance: Not to exceed 80 days from notice to proceed.

This document is an addendum to FAR 52.212-1, "Instructions to Offerors—Commercial Products and Commercial Services," tailored for Simplified Acquisition Procedures. It supersedes the current version of FAR 52.212-1 for this solicitation.

Offerors must submit signed and dated quotes by the specified deadline. Quotes must include:

• Solicitation number
• Time specified for receipt of quotations
• Quoter's name, address, and telephone number
• Technical description of items quoted
• Terms of any express warranty
• Price and discount terms
• "Remit to" address (if different)
• Completed representations and certifications (FAR 52.212-3)
• Acknowledgment of Quotation Amendments
• A statement of agreement with all terms and conditions.

Quotes that fail to provide required information or reject terms may be excluded.

• Quotes must be held firm for 30 calendar days from the specified receipt date, unless otherwise stated.

• Product samples may be required.

• The Government may issue purchase orders to one or more quoters and may accept multiple awards.

• The Government reserves the right to issue a purchase order for a quantity less than quoted.

• Quotes must be submitted to the office specified in the RFQ by the deadline.

• Past performance information will not be considered for simplified acquisition procurements.

• Offerors are encouraged to submit multiple quotes with alternative terms or products.

• Late submissions may not be considered.

• Information regarding NAICS code and small business size standard will appear elsewhere in the RFQ.

• Specific conditions for small business set-asides, HUBZone price evaluation preference, or other small business set-asides are detailed.

• Availability of requirements documents can be found via the ASSIST website (https://assist.dla.mil) or from specific agencies.

• Unique Entity Identifier (UEI) is required for quotes exceeding the micro-purchase threshold, or if the RFQ requires SAM registration. The UEI must be entered with the quoter's name and address.

• Unsuccessful quoters will not be notified.
