This document, "APPENDIX A INFECTION PREVENTION MEASURES," outlines critical infection control requirements for construction or renovation activities within a VA Medical Center. It details measures to prevent dust, mold, and airborne disease transmission, ensuring patient safety during project execution.

• ICRA Compliance: Adherence to the VA Medical Center’s Infection Control Risk Assessment (ICRA) team requirements is mandatory. This includes dust monitoring and immediate corrective actions if safe levels are exceeded.
• Dust Control Program: A comprehensive dust control plan must be developed and submitted prior to work commencement, detailing project-specific measures, reporting, and compliance with Section 01340.
• Personnel Training: All personnel must be educated and trained in the medical center's infection prevention measures.
• Airborne Disease Monitoring: Medical Center Infection Control personnel will monitor for airborne diseases. Baseline conditions will be established, and pressure differential monitoring will verify appropriate air pressure in construction zones and patient-care areas.
• Preventive Measures: Specific actions include dampening debris, using temporary partitions, blanking off ducts, constructing anterooms for negative airflow, and implementing additional measures (air locks, alarms) for high-risk areas.
• Occupied Areas: When working in jointly occupied areas, dust-proof fire-rated temporary drywall barriers with self-closing doors are required. Negative air pressure must be maintained at all times.
• Filtration: HEPA filtration (95% capture of 0.3 microns) is required for construction exhaust. Continuous negative air pressure within work areas and HEPA filter vacuums are mandatory.
• Transition Areas: Adhesive walk-off mats and daily vacuuming/wet mopping of transition areas are required. Debris must be transported in sealed containers.
• Water Control: No standing water is permitted. Spills must be cleaned within 12 hours, and porous materials remaining damp for over 72 hours must be removed.
• Final Cleanup: Comprehensive HEPA vacuum cleaning of all surfaces and cleaning of new air ducts are required upon project completion.

This appendix is crucial for bidders to understand the stringent infection control protocols that must be integrated into their project planning and execution. Compliance with these measures is a non-negotiable requirement and will impact labor, materials, scheduling, and overall project costs. Bidders must assess their capability to meet these detailed requirements, particularly concerning dust control, air pressure management, HEPA filtration, and working within occupied healthcare environments.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to replace two damaged fan coil units (FCUs) at the VA West Haven, CT VAMC. The project requires removal of existing units and installation of new ones, including associated chilled water, steam, electrical, and valve work. Asbestos abatement is also required.

• Removal and replacement of FCUs in Building B-1 (Room 1171) and Building B-2 (Room 3126B).

• Installation of new FCUs with similar size and capabilities to existing units.

• Coordination with VA Electrical, HVAC, and Utilities personnel for system shutdowns and reconnections.

• Management of required system shutdowns and protection of existing equipment.

• Asbestos abatement, including glove-bag removal of insulation and reinsulation.

• Provision of specific wiring for grounding as per VA Electrical Shop requirements.

• Submission of project schedule, safety documentation, inspection/testing procedures, and disposal manifests.

• A minimum one-year warranty on all parts, labor, workmanship, and equipment.

• Required Submissions: Technical Proposal (including OEM training/certifications, PM approach, safety plans, parts sourcing), Past Performance (at least three recent/relevant contracts), Price Proposal, and SAM Registration & Representations/Certifications.

• Set-Aside: 100% for verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Requirement: Offerors must be listed as Verified in the SBA VetCert database at the time of quote submission and award.

• Location Requirement: Field service representative must be located within 100 miles of the West Haven Campus.

• NAICS Code: 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19 million.

• A mandatory pre-bid walkthrough is scheduled for June 10, 2026, at 9:30 a.m. at Building 15, VA Medical Center West Haven.
