Statement of Work (SOW) / Performance Work Statement (PWS)

To replace Aquaplex tube bundles and control valves, and add secondary steam isolations for three domestic hot water heaters in the Boiler Plant at the Rocky Mountain Regional VA Medical Center (RMRVAMC).

• Replacement of one set of tube bundles.

• Replacement of three sets of control valves on Aquaplex domestic hot water heaters.

• Addition of three secondary steam isolations to the domestic hot water heaters.

• Proper disposal of all spent tube bundles and control valves.

• Verification of plumbing isolation for each water heater.

• Installation of new tube bundles and control valves according to specifications.

• Verification and checking of all operating parameters within safe levels.

• Provision of start-up and training for VA employees.

• Testing to ensure full operation is restored.

• Completion of a detailed report for review and training.

• All operating parameters must be within safe levels.

• Full operation must be restored.

• A detailed report must be provided within one week of each facility inspection in "Microsoft Word" format via email.

• Period: One-time service request to be completed within 90 days of award.

• Place: Rocky Mountain Regional VA Medical Center, 1700 N. Wheeling Street, Aurora, Colorado, 80045.

• Hours: Monday through Friday, 7:30 am to 4:00 pm. Work impacting operations requires 2 weeks advance coordination; other disruptions require 1 week advance scheduling.

• Contractor Qualifications: Must have previous work experience in removing, rebuilding, and replacing Aquaplex tube bundles or equivalent, control valves, and secondary steam isolation. Must demonstrate experience with labor, start-up, and commissioning.

• Materials: Contractor must furnish all spare and replacement parts. Only new standard parts (manufacturer or equal) are acceptable. The Government will not pay for parts.

• Tools & Documentation: Contractor must provide all tools, test equipment, service manuals, and diagnostic software. All necessary operational and technical documentation must be available.

• Safety: Contractor must take all necessary precautions to protect people and property and is responsible for any injury or damage caused by fault or negligence. Personal liability and property damage insurance are required.

• Personnel: Government reserves the right to accept or reject contractor employees.

• Resources: Government will not furnish any resources; contractor must provide all tools, equipment, materials, transportation, expertise, personnel, and supervision.

• Records Management: Contractor employees handling Federal Records must complete VHA provided records management training.

• Subcontractors: Contractor must incorporate these requirements into all subcontracts and obtain written acknowledgement.
