Statement of Work (SOW) / Performance Work Statement (PWS)

To provide labor, supervision, materials, equipment, and components for the replacement of a Heat Condensate Pump Skid (Skid B-1) at the Amarillo Veterans (VA) Health Care Facility in Amarillo, Texas.

• Perform installation and maintenance for all materials and components.

• Conduct a complete disassembly and thorough inspection of the Flow Condensate Pump Skid, Admiral 250psi Steam relief valve, and Heat exchanger to ensure proper function.

• Install a Tiger Flow Condensate Return Skid (HTS-8000), which is a direct replacement for the existing skid.

• The new skid includes specific components such as Taco heat exchanger, Hoffman vacuum breaker and float trap, thermometers, relief valves, butterfly valves, end suction pumps with motors, suction diffusers, air separator, auto air vent, bladder tank, glycerin-filled gauges, make-up water assembly, chemical feeder, filter housing, and a TIGERS EYE Mark VI-HVAC Variable Flow Closed Loop System Panel.

• Provide training on the operation of the new condensate pump skid, relief valve, and heat exchanger after installation.

• Location: Amarillo Veterans (VA) Health Care Facility, Amarillo, Texas 79106.

• Duration: Work must be completed within one hundred twenty (120) days of the start date.

• Hours of Work: Normal hours are 07:30 to 16:30, Monday through Friday. Work outside these hours requires COR approval at least seven (7) calendar days in advance.

• Contractor Responsibilities: Exercise extreme care to avoid damaging Government property. Repair any damage to Government property at no cost. Restore all disturbed grounds to existing conditions. Ensure all materials are new, defect-free, and asbestos-free.

• Coordination: Notify and schedule work with the Contracting Officer’s Representative (COR) at least 3 days prior to starting.

• Reporting: Provide daily progress reports to the COR by 9:00 AM the following day via email in PDF format. Submit waste and recycling receipts weekly.

• Site Visit: Highly encouraged to determine the full extent of the work.

• Disposal: Contractor is responsible for disposal of removed materials at an approved site, adhering to all local, state, and federal laws, and OSHA requirements. Damaged copper material must be turned over to the VA for recycling.

• Clean-Up: Maintain a clean and organized work area daily, practicing "Clean as you go." Ensure no hardware is left on roads or sidewalks.

• Temporary Facilities: Government may provide temporary electrical power and water. Contractor must provide secure temporary storage sheds.

• Safety: Comply with NFPA and OSHA Standards. Provide safety barricades and devices. Protect the building and occupants.

• Permits: Contractor is responsible for obtaining all necessary licenses and permits.

• Warrantee: Warrant work to be free of defects for 1 year from the date of acceptance.

• Parking: Parking is limited. Contractor must develop an internal carpooling plan.

• Submittals: Provide manufacturer’s descriptive literature, data sheets, and/or shop drawings with quotes.

Sources Sought Notice

This notice is issued by the Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, for the Amarillo Veterans Health Care Facilities. The VA is seeking sources capable of providing services to replace a Heat Condensate Pump Skid B-1 as described in the draft Statement of Work (SOW).

• Replacement of Heat Condensate Pump Skid B-1.

• Services are detailed in the attached draft Statement of Work.

• Period of Performance: 120 days.

• This is NOT a formal request for quote or proposals; no solicitation document currently exists.

• The government is gathering information for planning purposes and to determine acquisition strategy.

• Interested firms must respond directly to Sherine Brooks, Contract Specialist, at Sherine.Brooks@va.gov.

• Responses are due no later than 1:00 PM CST on February 27, 2026.

• Responders must identify their company name and SAM UEI number.

• A capabilities statement is requested.

• The opportunity is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

• Any costs incurred in responding are the sole responsibility of the contractor and will not be reimbursed.
