Sources Sought Notice

This notice is issued by the Department of Veterans Affairs, Network Contracting Office 19 (NCO 19) for market research purposes. The government is seeking information on potential sources for Reverse Osmosis Water System Maintenance and Service for the Rocky Mountain Regional VA Medical Center. This is not a solicitation or request for proposal, and no award will be made based on responses.

Interested companies are requested to provide specific information to assess capability and socioeconomic status. This includes:

The government is seeking to determine the socioeconomic size classification of potential suppliers and manufacturers. Specific questions are posed to assess eligibility for small business programs and compliance with relevant regulations.

• The anticipated NAICS code is 221310 (Water Supply Irrigation Systems).
• Companies are encouraged to include relevant supporting documents such as specifications, brochures, capability statements, and past experience.
• Do not include proprietary, classified, confidential, or sensitive information in responses.
• A PWS titled "PWS RODI Maintainance and Services" is attached.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide scheduled and unscheduled maintenance, and periodic preventive maintenance inspections for Reverse Osmosis (RO) Water Systems located at the Rocky Mountain Regional VA Medical Center in Aurora, CO.

• Furnish labor, parts, supplies, and equipment for maintenance and repair of specified RO water systems.

• Ensure equipment functions in conformance with NFPA-99, OSHA, CDRH, JCAHO, FDA, and manufacturer specifications.

• Provide full-service maintenance including labor, parts, supervision, and transportation.

• Maintain continuous service without disruption to medical center operations.

• Portable Dialysis RO Units (3 units)

• Portable Dialysis RO Units (8 units)

• Sterile Processing Service (SPS) RO Water System (1 unit)

• Pathology and Laboratory Service RO Water System (1 unit)

• Research Laboratory RO Water System (1 unit)

• Dialysis G-3 RO Water System Units (2 units)

• Scheduled maintenance (PM) to be completed annually, within a year of the previous service.

• Specific PM tasks include cleaning, software diagnostics, calibration, lubrication, part replacement, electrical wiring inspection, and returning equipment to operating condition.

• Unscheduled maintenance requires on-site response within four hours of request.

• Parts for repairs must be provided within 24 hours of problem diagnosis.

• All maintenance and repair work must meet original manufacturer's specifications.

• Location: Rocky Mountain Regional VA Medical Center, 1700 N Wheeling Street, Aurora, CO 80045.

• Coverage Hours: Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding federal holidays.

• Contractor must furnish all necessary spare and replacement parts; costs are included in the contract coverage.

• Contractor must provide tools, test equipment, and service manuals.

• Personnel servicing equipment must be fully qualified (factory training and minimum two years of experience).

• Contractor must provide copies of FSE factory certificates.

• All contractor-supplied test equipment must be properly calibrated and certified, traceable to a national standard.

• Documentation of all services performed (Engineer Service Reports - ESRs) is required, including detailed descriptions of work, parts, and costs (if applicable).

• Contractor must notify the POC in writing within 24 hours of discovering defects not considered their responsibility (e.g., due to "abuse" or "damage").
